On May 16, the Office of the Earthquake Relief Headquarters of the State Council, the Emergency Management Department and the People's Government of Yunnan Province jointly held the "Emergency Mission 2023" air ground integrated rescue drill for earthquake disaster in mountain and gorge areas in Lijiang, Yunnan Province and other places. The People's Liberation Army, Armed Police Force, and militia emergency rescue forces participated in the exercise. The exercise simulates a 7.6 magnitude earthquake occurring in Baisha Town, Yulong County, Lijiang City, Yunnan Province. The earthquake caused a large number of casualties, house collapses, interruptions in roads, electricity, water supply, and communication in the earthquake area, secondary disasters such as landslides, oil and gas pipeline ruptures and leaks, and forest fires, and some areas of neighboring provinces suffered some damage to their housing facilities. After the "earthquake" occurred, the State Council Earthquake Relief Command launched an emergency response, and the Southern Theater Command Center launched an emergency response based on the case. A military earthquake relief command center was established in the "epicenter" of the Southern War area to unify the command of task forces and militia disaster relief operations. The dual support system in Yunnan Province has launched an emergency response for supporting the army and supporting the front line, and followed up on the implementation of service guarantees. Disaster is command, time is life. Opening up air rescue channels, coordinating rescue of "isolated islands", repairing damaged highway bridges, on-site treatment and emergency transfer of injured personnel, and timely handling of dangerous situations in dammed lakes... All emergency rescue forces are racing against time, closely cooperating, and nervously and orderly investing in various rescue operations. The Yunnan Provincial Military Region organized more than 300 militia members to participate in various exercises such as early response in disaster areas, comprehensive control in disaster areas, resettlement of affected people, and joint air and ground rescue and firefighting. After the exercise began, the Lijiang Military Division quickly organized militia units to move into the danger zone, set up disaster relief tents, received emergency relief supplies dropped by helicopters, allocated and distributed them, and carried out volunteer services. The exercise simulated secondary disasters such as forest fires caused by damage to transmission and transformation power station lines. The rescue forces of the Yunnan Military Region and the Yunnan Armed Police Force rushed to rescue and cooperated with local firefighting forces to extinguish the mountain fires. Liu Jianbao, commander of Lijiang Military Subarea, introduced that this drill tested the level of military local coordinated emergency command and linkage system construction, and fully demonstrated the results of militia emergency team construction.
