The relevant person in charge of the Ministry of Ecology and Environment introduced that China conducted the first and second national baseline surveys of marine pollution from 1976 to 1982 and from 1996 to 2000, respectively. The three basic investigations organized by the Ministry of Ecology and Environment this time are not only necessary for scientific understanding of the trends and objective laws of China's marine ecological environment changes since the new century, but also for systematically grasping the "zero point" data of China's marine ecological environment in the new era, and determining the baseline and starting point of the construction of a beautiful bay.
