Why do universities in Guangdong frequently "hold hands" with overseas friends?

Recently, there have been frequent "international socializing" activities in the higher education circle of Guangdong. On April 7th, French President Marcon and his delegation flew to Guangdong to visit Sun Yat sen University and interact with young students, allowing more people to understand the deep connection between CUHK and France. As soon as Mark Long's visit to Guangdong ended, Shenzhen University made a new move: the Shenzhen French Union, jointly established with the Paris French Union, was officially unveiled, focusing on promoting Sino French education cooperation and exchange. On the spot, Mao Junfa, the president of Shenzhen University, made a clear statement: "In the future, the school will expand cooperation and exchanges with world-class universities." Less than a week later, Brazilian President Lula led a government delegation to Shanghai to visit China. One of the important contents was the unveiling of the "China Brazil Agricultural and Forestry Education Science and Technology Innovation Alliance" led by South China Agricultural University, providing a new platform for agricultural science and education exchanges between China and Brazil. Not long ago, Ho Chi Minh City University of Economics officially joined the Guangzhou International Sister City University Alliance, becoming the 19th member university of the alliance. Located at the forefront of reform and opening up, Guangdong has taken the lead in exploring the opening up of education to the outside world and launching a "global social model". Sino foreign exchanges and cooperative education have blossomed in many places. What are the "hand in hand" stories between Guangdong universities and overseas universities along the way? It has been 30 years since the country released a positive signal of educational cooperation in 1993 to achieve international exchange and cooperation in China's education after the reform and opening up through cooperative projects. At the beginning of that year, the Central Committee of the Communist Party of China and the State Council issued the "Outline of China's Education Reform and Development", which clearly stated for the first time that international cooperation in running schools would be carried out within the scope of national laws and regulations. In 1995, the National Education Commission issued the "Interim Regulations on Sino foreign Cooperative Education", which provided policy basis for cooperative education. Since then, China's foreign cooperative education has officially started - with strong momentum in terms of quantity: around 2003, there were more than 700 Sino foreign cooperative education institutions and projects nationwide, a tenfold increase compared to 10 years ago. In terms of management, it is more standardized: Sino foreign cooperative education has been included in the unified review and management of the Ministry of Education, supported and guided by the state, and has gradually become an important component of China's higher education. Establishing cooperative education projects is the most common choice for Sino foreign cooperative education. Sino foreign cooperative education projects refer to educational and teaching activities that do not establish educational institutions but cooperate in disciplines, majors, courses, and other aspects, with Chinese citizens as the main enrollment targets. Simply put, it means that universities introduce some external resources and integrate them into a certain discipline, major, or course of the university, in order to cultivate talents. This type of educational form is relatively lightweight, does not have the nature of an independent legal person, nor does it have a physical educational structure, allowing universities to quickly catch the international "direct train" - the project has a high proportion of international teachers, can carry out bilingual education and teaching, and graduates who meet the conditions can obtain foreign university degrees. Educational resources are beyond geographical limitations. Guangdong began experimenting with such cooperative education projects many years ago. Guangdong University of Foreign Languages and Trade has leveraged its disciplinary advantages in linguistics. In 2002 and 2012, it collaborated with the University of Leeds and the University of Reading in the UK to launch a Master's degree program in English education, introducing resources such as courses, faculty, books, and lectures from the UK, and cultivating outstanding English teacher talents.
