2023-04-07

On April 6th, at a press conference held by the Provincial Government Information Office, Guangdong Province officially released the first batch of 20 typical cases of promoting the integration mechanism of Guangdong Hong Kong Macao Greater Bay Area rules, with mutual recognition of Guangdong Hong Kong Macao cross-border credit reporting standards, the realization of cross-border allocation and use of financial research funds, and the assistance of the "Hong Kong Macao Medical Equipment Connect" in the construction of the Healthy Bay Area. In the view of experts and scholars, the formulation of these rules and standards can not only better demonstrate the demonstration effect and seek the next breakthrough focus for promoting high-quality development in the Greater Bay Area, but also provide the possibility for the representative countries of the Greater Bay Area to participate in global rule governance and economic governance. Zhu Wei, Deputy Director of the Provincial Development and Reform Commission and Executive Deputy Director of the Provincial Greater Bay Area Office, introduced that in recent years, Guangdong has actively promoted the connection mechanism with Hong Kong and Macao rules, in accordance with the work deployment of the "Outline of the Development Plan for the Guangdong Hong Kong Macao Greater Bay Area", with the implementation of the "Bay Area Connection" project as the starting point, and achieved significant results. The "Bay Area Standard" has 20 cases of almond cakes, mainly covering three categories, which not only meet the needs of high-quality development in the Greater Bay Area, but also effectively approach people's livelihoods. There are a total of 8 cross-border flow categories of elements. For example, in terms of abortion, pilot work was carried out to obtain mainland practicing qualifications and engage in the legal profession for Hong Kong and Macao lawyers in the nine mainland cities of the Greater Bay Area, breaking through the restrictions on Hong Kong and Macao lawyers being unable to engage in mainland legal affairs for the first time; The "Cross border Wealth Management Connect" has processed cross-border wealth management services for 43600 investors in Guangdong, Hong Kong, and Macao; The Guangdong Australia New Channel (Qingmao Port) has implemented a "cooperative inspection and one-time release" self-service customs clearance, and the number of inspections and releases has exceeded 10 million people in the first anniversary of its opening. In terms of logistics, innovative customs supervision models help facilitate the clearance of air cargo, saving enterprises time for secondary storage, tallying, and palletizing of goods, as well as about 30% of capital costs. In terms of capital flow, Guangdong's financial research funds have broken the policy barrier of "money transit" and achieved free cross-border flow of technological innovation elements between Hong Kong and Macao for the first time. There are a total of 5 people's livelihood integration categories. For example, the "Hong Kong Macao Medical Equipment Connect" has opened up a channel for innovative medical equipment to quickly enter the mainland, addressing the urgent clinical needs of Hong Kong and Macao compatriots and mainland residents working and living in the Greater Bay Area for medication and equipment; The exclusive serious illness insurance in the Greater Bay Area has fully integrated the price, responsibility, and service level of serious illness protection with Hong Kong and Macao, covering a total of over 110000 people. Xia Qing, a member of the Party Group of the Provincial Department of Human Resources and Social Security and Secretary of the Party Committee of the Provincial Social Security Bureau, introduced that the "Bay Area Social Security Connect" provides undifferentiated social security services for residents in Guangdong, Hong Kong, and Macao. As of the end of February 2023, a total of 306200 Hong Kong and Macao residents have participated in pension, work-related injury, and unemployment insurance in Guangdong, of which 35500 have enjoyed social security benefits. There are a total of 7 business environment categories. For example, Qianhai took the lead in exploring mechanisms for the application of extraterritorial laws, accumulating fresh experience in promoting the high-level opening up of the legal service industry; The standardized format of cross-border credit reports has laid the foundation for mutual recognition of cross-border credit between Shenzhen, Hong Kong, and Macao, and provides reference for cross-border credit cooperation between China and other economies around the world. Zhang Wenwen, a first level inspector of the Provincial Market Regulation Bureau, gave a special example, stating that the handmade almond pancakes in the Greater Bay Area, which are popular among residents of Guangdong, Hong Kong, and Macao, also have the "Bay Area Standard". By adopting the 'Bay Area Standards', we aim to create a benchmark for high-quality food in the Greater Bay Area and promote the transformation and upgrading of the food processing industry in the Greater Bay Area
