Exploring how to strengthen the security of elderly care services

2023-04-04

At this year's two sessions of the National People's Congress, the Report on the Work of the Government made "strengthening the security of elderly care services" one of the priorities of this year's work to ensure the basic people's livelihood and develop social undertakings. Delegates also made many suggestions and suggestions on the topic of elderly care. As of the end of 2022, the proportion of the population aged 60 and above in the total population in China has reached 19.8%. According to data from the National Health Commission, around 2035, the elderly population aged 60 and above in China will exceed 400 million, accounting for over 30% of the total population. It is quite urgent to comprehensively strengthen elderly care services in response to the worsening aging population. The ability to enable the elderly population to live a quality old age has become an important measure of social happiness index. Elderly care services are both difficult and easy to say. The difficulty is that the contradiction between imbalanced and insufficient development and the need for a better life among the elderly still objectively exists. For example, there may be significant differences between rural residents' elderly care and urban residents' elderly care, and their requirements for public services are naturally different. In addition to meeting the common bottom line needs, how to humanize the construction of the elderly care service system to meet the actual needs of different groups is the key to solving the problem of elderly care. For example, in rural areas, left behind elderly people are still a common phenomenon. Their demand for medical security and daily care, especially in cases of disability, will be stronger than that of the general population. During this year's two sessions, representatives have suggested establishing a contractual service relationship between community hospitals and elderly families, including the cost of care for disabled elderly families in social security, and cultivating elderly medical and nursing talents at different levels. But the construction of this part of the service system in rural areas may be more difficult and costly. This also puts forward higher requirements for the protection of grassroots medical resources. A representative of the National People's Congress suggested promoting the construction of family beds based on home-based elderly care. This can be said to be an important exploration to solve some family elderly care medical problems. Of course, in order to achieve this, it is necessary to break down barriers such as the medical insurance reimbursement system and provide collaborative support. Home based elderly care, community based elderly care, and institutional elderly care have different demands for public services. It requires the support of corresponding policies, talents, resources, etc. At the same time, how to effectively connect public elderly care services with market-oriented elderly care services, form two-way empowerment, improve efficiency while ensuring cost sustainability, is also a major issue that needs to be explored. It is easy to say that elderly care services cover several major aspects such as providing for the elderly, providing medical care for the elderly, providing services for the elderly, and providing happiness for the elderly. Its corresponding medical services, life care services, leisure and entertainment services, etc., are not complex in terms of type. The current key issue is how to enrich relevant resources and coordinate relevant institutional arrangements. For example, the level of pension protection is currently generally low, and how to adjust this mandatory issue. Because the level of this amount involves the quality of medical security, daily care, and other aspects for the elderly. This year, a representative of the National People's Congress also suggested that pension funds should be moderately increased to enable rural elderly people to live an economically prosperous life. However, how can the costs be shared? How to ensure the sustainability of pension payments? These issues all test the wisdom of designing an elderly care system. China
