The reporter learned from the Ministry of Agriculture and Rural Affairs that at 12:00 on April 1st, the Ningxia section of the Yellow River entered a four month fishing ban from the mouth of the sea, and thus the entire area of the Yellow River entered a fishing ban. On the 1st, the Ministry of Agriculture and Rural Affairs, together with the Ministry of Public Security, jointly held a launching event for the 2023 Yellow River Fishing Ban Special Law Enforcement Action in Qinghai, Gansu, Ningxia, Shaanxi, Shanxi, Henan, and Shandong provinces and regions. This is an important measure to implement the Yellow River Protection Law officially implemented on April 1 this year. The two departments stressed that the fisheries and fishery administration and public security departments at all levels along the Yellow River should make unremitting efforts to implement the requirements of this year's No. 1 central document on strict implementation of the system of closed fishing seasons. In accordance with the unified deployment of the 2023 series of special enforcement action plans of China's fisheries administration, the special enforcement of the Yellow River fishing ban should be carried out with greater strength, more practical measures and higher requirements, so as to fully promote the ecological protection and high-quality development of the Yellow River basin. The two departments require that the fishery and public security departments at all levels along the Yellow River strive to do a good job in three aspects. First, we must simultaneously strengthen the enforcement and supervision of perennial and regional fishing bans. In the source areas of the Yellow River and the perennial fishing ban areas in the upper reaches, a dense nationwide patrol network should be organized, all-factor tracking and marking should be carried out, and illegal activities such as poaching and habitat destruction should be severely cracked down, so as to ensure a lasting battle for the enforcement of the perennial fishing ban; In the middle and lower reaches, it is necessary to pay close attention to important periods of time and key waters, as well as high incidence of illegal activities such as "peerless nets", productive fishing, and "electric poison bombing". It is necessary to ensure that all activities are carried out in a piecemeal manner, with precise control and high pressure deterrence. Second, we must simultaneously carry out cross regional and cross departmental law enforcement actions. Starting from the integrity, watershed, and systematicness of the Yellow River ecosystem, joint law enforcement should be carried out to jointly maintain the order of fishing prohibition and cut off the chain of illegal "fishing, transportation, and marketing" interests; Expand the team of fishing guards, promote grid management, improve technical defense, and guide legal fishing. Third, we must simultaneously promote the conservation and ecological restoration of aquatic biological resources. Scientifically regulate breeding and releasing activities, strengthen the popularization of releasing science, and prevent the invasion of alien species; Strengthen monitoring of aquatic biological resources, strictly protect aquatic wildlife, and maintain the diversity of aquatic organisms in the Yellow River; Implement ecological compensation measures and scientifically develop ecological fisheries on large water surfaces. It is reported that from April 1, 2022, a year-round fishing ban will be implemented in the source areas and key upstream waters of the Yellow River, and the fishing ban from the Ningxia section of the Yellow River to the sea entrance will be extended by one month. Over the past year, the Party committees and governments at all levels in the nine provinces (districts) along the Yellow River have attached great importance, and the fishery and fishery administration departments at all levels have focused on illegal fishing and illegal aquatic product sales, and carried out intensive land and water joint law enforcement. According to statistics, throughout the year, a total of 27000 law enforcement personnel were dispatched, 8422 vehicles and boats were deployed, 1373 fishing ports, docks, and natural berths of fishing vessels were inspected, 2581 fishing vessels were inspected, and 2366 markets were inspected. 369 cases of violations were investigated, and 46 cases were transferred for judicial treatment.
