Network legislation is the basic project for the construction of network rule of law, and it is difficult to achieve network rule of law without network legislation. Recently, the reporter learned from the Economic Law Office of the Legal Working Committee of the Standing Committee of the National People's Congress that since the 18th National Congress of the Communist Party of China, the National People's Congress and its Standing Committee have actively promoted network legislation, continuously improved relevant legal systems and norms, and initially formed a relatively complete network legal system, providing legal protection for promoting the healthy development of the Internet. In the past decade of the new era, the Standing Committee of the National People's Congress has formulated five special laws, namely, in 2016, it formulated a network security law, implemented the network real-name system, established institutional measures to maintain the security of network products and services, and network operation security, to ensure network and information security; In 2018, the e-commerce law was enacted to clarify the responsibilities of e-commerce platform operators and platform operators, and strengthen the protection of consumer rights and intellectual property rights; In 2021, a data security law will be formulated to establish and improve data classification and hierarchical management, risk monitoring, early warning, emergency response, and data security review systems, to promote the rational and effective use of data in accordance with the law; In 2021, the Personal Information Protection Law will be enacted to improve the principles and rules for personal information protection, clarify the boundaries of rights and obligations in personal information processing activities, and effectively safeguard citizens' personal information rights and interests; In 2022, the Anti Telecom Network Fraud Law was enacted to comprehensively establish a comprehensive governance system for industries such as telecommunications, finance, and the Internet, providing legal support for preventing, curbing, and punishing telecom network fraud activities. In addition, the Standing Committee of the National People's Congress has continued to promote the extension of traditional legal norms to the network field, and in recent years, it has successively revised laws such as the Consumer Rights Protection Law, the Food Safety Law, and the Advertising Law; We have improved relevant systems and norms for the protection of consumer rights and interests in online transactions, food safety responsibilities on online platforms, Internet advertising, online protection for minors, and unfair competition and monopoly in the field of the Internet; Through the compilation of the Civil Code, special provisions have been made for the protection of civil rights under the new network industry and the fight against new network crimes.
