"88.10 points and 91.93 points" represent the evaluation scores of the Taizhou Private Economy Judicial Service Index in 2021 and 2022, respectively. On March 26th, at the China Private Economy Forum, these two figures were publicly announced for the first time. This is the first judicial service indicator system for private economy created by the Taizhou Intermediate People's Court and evaluated by an independent third-party agency, Zhejiang Proqing Private Enterprise Service Center. These two indicators indicate that the Taizhou courts have made steady progress in their efforts to build a judicial service highland for the private economy in recent years. Taizhou is the birthplace of China's private economy, the birthplace of joint-stock cooperative economy, and the pioneer of market economy. Private enterprises account for 99.5% of Taizhou's enterprises, making Taizhou the biggest feature and advantage. In 2021, the Taizhou Intermediate Academy and Zhejiang University jointly designed the Taizhou Private Economy Judicial Service Indicator System, aiming to comprehensively measure the quality of private economy judicial service through a scientific, objective, reasonable, and effective "physical examination form", and assist in the continuous optimization of the legal business environment. The indicator system aims to "handle cases with the most efficiency, use the least time, and have the strongest sense of justice among the people." It breaks down and refines the inherent requirements for serving and ensuring the development of the private economy, and identifies three primary indicators, 15 secondary indicators, and 72 tertiary indicators for source of litigation governance, judicial escort, and comprehensive effectiveness. "Source of litigation governance" is the first level indicator aimed at minimizing the conversion of conflicts and disputes into litigation cases; "Judicial escort" focuses on the entire process of the people's court from filing to execution, minimizing the burden of litigation by market entities; "Comprehensive efficiency", through "digital empowerment", forces the formation of a "one game game" pattern of judicial services for private economies. "Under the framework of this indicator system, we obtain raw data through insensitivity monitoring, questionnaires, and other methods to ensure the authenticity and objectivity of the data obtained. On this basis, we conduct on-site verification and comparison, and experts conduct scoring and verification to ensure the scientificity and accuracy of the evaluation." Tong Yue, the person in charge of Zhejiang Proqing Private Enterprise Service Center, introduced. "According to two years of evaluation, the judicial service index of Taizhou's private economy increased year-on-year in 2022, enabling us to more effectively grasp the pulse of judicial service for the development of the private economy." Yuan Yuewen, a member of the Party Leadership Group and Vice President of the Taizhou Intermediate People's Court, introduced. The Taizhou Court, in conjunction with the Municipal Federation of Industry and Commerce and other departments, established the Taizhou Municipal Judicial Service Center for Private Economy, issued implementation opinions on ensuring the stability and quality of the economy through services, and carried out special activities such as "helping enterprises to bail out and ensure people's livelihood", striving to create a legal business environment for market entities. Yuan Yuewen further introduced that in 2022, the five key indicators of dispute source prevention, litigation "one thing", bankruptcy protection of market entities, execution effectiveness of enterprise related cases, and judicial cooperation were significantly improved. The improvement of indicators is also reflected in the evaluation of core indicators of the business environment. In 2022, the indicator of "handling bankruptcy" in Taizhou ranked first in the province, and the indicator of "resolving commercial disputes" was the shortest in the province. The evaluation report also reflects some "weaknesses", such as the discovery through two years of enterprise and public questionnaire surveys, the issuance of typical cases by Taizhou courts, enterprise law popularization, and the promotion of effective collaboration between judicial and administrative authorities
