Not long ago, the "Overall Layout Plan for the Construction of Digital China" issued by the Central Committee of the Communist Party of China and the State Council pointed out that "building a national data management system and mechanism, and improving data overall management institutions at all levels" is a basic condition for the construction of digital China. Clarifying the responsibilities and relationships of various departments, units, and levels is an inherent and necessary requirement in promoting digital governance. Firstly, clarify the responsibilities of digital platform construction. The construction of digital platforms not only covers the construction and integration of "hardware" such as government cloud platforms, government networks, and spatial geographic information systems, but also involves the integration of "software" such as data information from various departments and business units. In this process, it is necessary to clarify the rights and responsibilities of each department and unit in terms of data collection, system access, information interaction, and other aspects, so as to form a systematic, scientific, open, inclusive, and safe responsibility system. Secondly, clarify the responsibilities of digital platform applications. The construction of a digital platform serves the solution of specific issues. Only by clarifying the closed-loop responsibility system for digital governance in advance can we ensure that data collection is "complete" and risk early warning is done early
