"Combined Port" and "One Port Link" reform pilot projects cover nearly 90% of cities in the Greater Bay Area of Guangdong, Hong Kong, Macao

The Guangdong Branch of the General Administration of Customs of China introduced on the 22nd that the "Yantian Zhongshan" combined port line in the Greater Bay Area of Guangdong, Hong Kong and Macao was officially opened recently. Up to now, the pilot reform of "combined ports" and "one port connection" has covered nearly 90% of the cities in the Greater Bay Area of Guangdong, Hong Kong, and Macao, and the port groups in the Greater Bay Area of Guangdong, Hong Kong, and Macao are more efficient in linkage. The Guangdong Branch of the General Administration of Customs stated that focusing on promoting cross-border trade facilitation, the customs has vigorously promoted the all-round connectivity of the Greater Bay Area port group. The reform takes Nansha Port in Guangzhou, Shekou Port in Shenzhen, Yantian Port and other international ports with rich route resources as hub ports, and inland river terminals in the the Pearl River with sufficient supply of goods as branch ports, combining the two into a whole. The hub port and the branch port are regarded as the same large port, and the port indirect barge is regarded as the internal allocation of the port interval. The branch ports can share the resources of the hub port as an international port, Form a port group pattern of "two ports like one port" and "one port with multiple zones". The reform has solved the problems such as the small land area behind the hub port, the shortage of container storage area in the port area, and the inability of international liners to enter the the Pearl River inland port for loading and unloading due to draught and other factors, effectively facilitating the transfer of related goods between port groups, and bringing solid dividends to enterprises. According to enterprise reports, the customs clearance process of the "one port connection" and "combined port" mode is simplified, and the overall logistics cost is significantly reduced. Goods are directly transferred between terminals through waterways, requiring only "one customs declaration, one inspection, and one release" throughout the entire process, enabling 24-hour transportation without interruption, saving enterprises nearly 70 million yuan in customs declaration and container costs annually, and reducing the average storage period of goods from 5-7 days before the renovation to less than 2 days. It is reported that the reform has attracted more goods from the Pearl River inland ports to and from Nansha, Shekou, Yantian and other hub ports, which is conducive to the increase of international liner routes for relevant ports and the increase of the throughput of hub ports and branch ports. According to statistics, since the pilot reform of "combined ports" and "one port connection" was launched, by the end of 2022, a total of 42 routes have been opened, with a total of about 342000 standard containers of goods transported through this mode.
