Why does the pollution of a small village affect the fourth level procuratorate of the country

● An environmental pollution case involving the trans-provincial dumping of chemical waste liquid broke the quiet life of a small village. Countless dead fish were floating on the river. My mother-in-law had to break the habit of coming to the river for washing clothes for decades. Many villagers had skin rash and other symptoms in succession. The defendant was sentenced to fixed-term imprisonment and fine for the crime of environmental pollution, but the damaged environment was not recovered in time. The procuratorate filed a civil public interest lawsuit, which was supported by the court, according to the civil code and required to bear the punitive liability of compensation at three times of the cost of environmental functional loss, The development of an important judicial system to protect the public interests of the people is illustrated by our reporter (second from the left) in Dongkou Village, listening to the villagers talk about the local changes. Dongkou Village, a small village with picturesque scenery, is located in Xianghu Town, Fuliang County, a thousand-year-old city in Jingdezhen, Jiangxi Province. The village is named after a naturally formed karst cave. A small river flowing through the cave mouth passes through the village and is known as the "river of life" of the villagers at the mouth of the cave. People living here drink the clear mountain spring water and eat the fruits and vegetables grown in their own fields. They are quiet and happy. "We wash clothes and vegetables in the river." On February 13, 2023, a mother-in-law who was beating Huan to wash clothes by the river with a wooden pestle happily told the reporter of the Rule of Law Daily. After careful inquiry, I learned that my mother-in-law was 78 years old this year. When asked about the pollution of the river before, my mother-in-law replied: "Who in the village doesn't know!" The environmental pollution broke the village tranquility procuratorate launched the ecological public interest lawsuit. An environmental pollution case occurred in 2018, which broke the villagers' simple happiness. That summer, the originally clear river suddenly turned white foam, and countless dead fish floated on the river. Grandma had to stop her habit of washing clothes by the river for decades. Lao Hu, a 60-year-old villager, recalled to the reporter that his 6-year-old grandson had small red spots on his body after taking a bath in the river that day, and soon suffered from multiple ulcers. He went to the hospital for treatment and was told that it was caused by skin poisoning. Many villagers in the village have skin rashes in succession, causing everyone to be alert. The villagers spontaneously organized a survey of the river banks, and finally found a tank car discharging waste liquid on the hillside above the karst cave mouth. The tank car was very muddy and smelled strongly pungent. Later, after exploration, it was found that there was an underground river leading to the river in the village, and the water consumption of the three villages downstream was affected. The reporter learned from the interview that this is a case of malignant environmental pollution involving the dumping of chemical waste liquid across provinces. Kuang Ning, deputy chief procurator of the Jingdezhen People's Procuratorate, was the prosecutor in charge of the case. She introduced the case in detail to the reporter. From March to July 2018, Wu Moujia, the manager of the production department of a chemical company in a province, handed the sodium sulfate waste liquid produced by the company to Wu Mouyi, who was not qualified for hazardous waste disposal. Wu Mouyi and other people, in order to save labor and money, transported 30 vehicles of 1124 tons of sodium sulfate waste liquid across the province to Shou'an Town, Fuliang County
