2023-03-08

With the development of China's digital economy, nearly 30% of new jobs are created. Most of the new jobs are closely related to digitalization. In the tertiary industry, 60% of the jobs are created by the digital economy. " Liu Shangxi, member of the National Committee of the Chinese People's Political Consultative Conference and president of the Chinese Academy of Financial Sciences, found through research that the development of the digital economy has a driving effect on employment. The platform-based economic organization is the basic trend of the digital economy. Conforming to this trend can bring more opportunities for more workers to make money. Liu Shangxi, member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and president of the Chinese Academy of Financial Sciences (photo provided by the interviewee), said that the employment pressure caused by the increasingly prominent deep-seated structural problems of the economy and society could not be relieved with the decline of the population size. He pointed out that employment faces "four difficulties": youth employment, stabilizing labor participation rate, employment policy innovation and policy coordination. Liu Shangxi believes that protecting employment faces new risks, and promoting employment cannot follow the old path. We should follow the trend of digitalization, vigorously develop the digital economy, and give full play to the leverage effect of the digital economy driving employment. As the main form of the future economy, the digital economy shows a significant leading role. Liu Shangxi pointed out that this is especially true in employment. Digitalization is subverting the way the economy is organized, and it is also generating new forms of employment, and even changing the definition of employment. "In the traditional concept, employment is to find a job, with a unit and a post, otherwise it is not employment. In fact, the essence of employment is to obtain income, and the unit and post are only the way and path. Digitalization has changed the employment pattern under the traditional industrial economy, providing a large number of non-unit and non-post, but can obtain income opportunities, such as live delivery, express delivery and so on." Liu Shangxi said. This is different from the traditional employment which depends on the employment place to obtain income. Various digital platforms of different sizes in all walks of life provide opportunities to obtain income. "The new employment 'ecosystem' formed by the digital platform economy is not only the transition zone and future main form of youth's current employment choice, but also the 'incubator' for self-employment and entrepreneurship of young talents." Liu Shangxi believes that the platform-based economic organization is the basic trend of the digital economy, and complying with this trend can bring more money opportunities for more workers. In response, Liu Shangxi said that platform employment should be encouraged, supported and expanded, and e-commerce, online car rental, logistics and distribution, online education, information services and digital scene design should be the main ways to attract youth employment. Various short-term employment promotion policies (such as government purchase of jobs, college enrollment expansion, subsidies for stock enterprises to stabilize jobs, etc.) are difficult to be used as long-term policies. We should accelerate the overall digital transformation of the economy to promote employment. "There are various' thresholds' for employment based on the industrial economy. If there is a place for employment, there are units to receive and work, but the employment opportunities brought by various digital platforms have broken this threshold." Liu Shangxi believes that the inclusion of the digital economy should be used to improve the labor participation rate. In addition, Liu Shangxi also noted that the key to human capital competitiveness has expanded from traditional handicrafts to digital skills. He believed that efforts should be made to accelerate the development of digital education and improve the digital knowledge of workers
