To cope with international scientific and technological competition, achieve high-level self-reliance, promote the construction of a new development pattern, and achieve high-quality development, it is urgent for us to strengthen basic research and solve key technical problems from the source and bottom. Basic research is at the beginning of the scientific research chain from research to application and then to production. Only when the foundation is firmly laid can the science and technology building be built high. We should adhere to the "four orientations", adhere to the goal orientation and freely explore the "two legs", combine the world's scientific and technological frontier with the major strategic needs of the country and the economic and social development goals, comprehensively follow the frontier issues raised by the laws of scientific development and the theoretical issues extracted from the major applied research, and refine the key scientific issues of basic research. We should grasp the development trend of science and technology and the national strategic needs, strengthen the feasibility demonstration and selection evaluation of major basic research projects, fully respect the opinions of scientists, grasp the general trend, and play the "first game". To strengthen the national strategic scientific and technological strength, we should systematically promote strategy-oriented systematic basic research, cutting-edge exploratory basic research, and market-oriented applied basic research, and pay attention to playing the leading role of national laboratories, the organizational role of national scientific research institutions, the role of the main force of high-level research universities, and the role of leading scientific and technological enterprises as "question makers", "answer makers", and "reviewers". We should optimize the layout of basic discipline construction, support the development of key disciplines, emerging disciplines, unpopular disciplines and weak disciplines, promote interdisciplinary integration and interdisciplinary research, and build a high-quality discipline system with comprehensive and balanced development. We must deepen the reform of basic research institutions and mechanisms, and give full play to the value-driven and strategic role of institutions and policies.
