Following the launch of the first batch of 17 measures to facilitate the handling of taxes this year, the State Administration of Taxation once again launched the second batch of 25 measures to facilitate the service of the people, and continued to contribute to stimulating the vitality of market entities, maintaining the rule of law and fair tax environment, and promoting high-quality development. On February 21, Huang Yun, the spokesman of the State Administration of Taxation, said at a press conference held by the State Administration of Taxation that the first 17 measures of convenience services were launched to further solve practical problems and continuously optimize the tax business environment. These measures have been welcomed by taxpayers, and some of them have come into effect. For example, 13 tax-related data were included in the scope of tax tolerance processing, and 34 tax-related data were further streamlined. The digital RMB tax payment met the diversified needs of taxpayers, and the tax processing was more efficient and faster. Another example is to further play the role of tax big data, and on the premise of respecting the wishes of enterprises, to bridge the gap between enterprises with poor supply chain in the industrial chain and help the supply and demand sides to connect. In January, 426 enterprises have been helped to achieve effective purchase and sales of 980 million yuan independently. Huang Yun said that while fully implementing the first batch of measures of the "Spring Wind Action for Convenient Tax Handling", the State Administration of Taxation further focused on the new appeals and expectations of taxpayers, and continued to launch the second batch of 25 convenient service measures. These measures are broader and richer in scope, and have the following characteristics: First, focus on the efficient implementation of policies to help enterprises solve difficulties. For example, carry out accurate policy push through multiple channels to make tax policy dividends more direct and quick. The second is to make efforts to promote intelligent tax management and help enterprises reduce burden and increase efficiency. For example, we will promote the "one net access" of social insurance handling and payment business, explore the implementation of the "one key zero declaration" of the stamp tax of the electronic tax bureau, and make tax handling more intelligent and convenient. Third, focus on optimizing the way of law enforcement to help enterprises compete fairly. For example, for some tax-related matters of a specific nature, the law enforcement methods such as persuasion education, prompt and reminder are implemented, and credit repair is actively carried out, and the combination of hardness and softness is used to guide business entities to participate in fair competition and healthy and orderly development. Shen Xinguo, Director of the Tax Service Department of the State Administration of Taxation, said that the second batch of 25 measures launched by the State Administration of Taxation focused on solving practical problems for taxpayers from six aspects, namely, improving the quality of demand response, improving the efficiency of policy implementation, improving the filing of fine services, speeding up the intelligent tax handling, streamlining the process and upgrading, and improving the standardization of law enforcement. For example, in the aspect of improving the quality of appeal response, five measures were launched to promote tax preferential policies, optimize the function of natural person tax management system, optimize the tax payment service, and improve the tax payment experience. For example, the tax department will make good use of the "Maple Bridge experience" of the new era, continue to smooth the channels for the expression of taxpayers' demands and the protection of their rights and interests, give full play to the mediation role, and better safeguard the legitimate rights and interests of taxpayers.
