Shenzhen ranked first in comprehensive evaluation after the release of the 2022 SME Development Environment Assessment Report

On February 21, the second National SME Development Environment Forum was held in Shenzhen, with the theme of "creating a good development environment and promoting the high-quality development of SMEs", and was co-sponsored by the China SME Development Promotion Center and the Shenzhen Municipal People's Government. At the forum, the China Center for the Promotion of Small and Medium-sized Enterprise Development released the 2022 Annual Environmental Assessment Report on the Development of Small and Medium-sized Enterprises (hereinafter referred to as the "Report"). The assessment results showed that Shenzhen ranked first among the 36 cities participating in the evaluation. The SME Development Promotion Center of the Ministry of Industry and Information Technology (the China SME Development Promotion Center) is the only comprehensive service agency for promoting the development of SMEs at the national level in China. In 2022, the center will carry out a third-party assessment of the development environment of small and medium-sized enterprises, selecting 4 municipalities directly under the Central Government, 5 cities specifically designated in the state plan and 27 provincial capital cities, a total of 36 typical cities as the assessment objects. Shan Lipo, director of the China SME Development Promotion Center, said that the development of SMEs is closely related to their environment, and the establishment of a good market environment, legal environment, financing environment, innovation environment, and policy environment is crucial to boost the confidence of SMEs and stimulate market vitality. The evaluation index system is based on the above five dimensions, including five first-level indicators, 21 second-level indicators and 38 third-level indicators. The evaluation results showed that Shenzhen, Shanghai, Nanjing, Guangzhou, Beijing, Hangzhou, Xiamen, Ningbo, Changsha and Qingdao ranked in the top ten of the 36 cities. From the evaluation results of various first-level indicators, among the 36 cities participating in the evaluation, Shenzhen's market environment and legal environment ranked first, and the financing environment ranked second. According to the report, the participating cities have achieved positive results in deepening the reform of "deregulation, management and service", accelerating the improvement of the enterprise innovation environment, increasing the supply of inclusive finance, accelerating the pace of high-quality enterprise cultivation, strengthening the publicity and popularization of supporting policies, and continuing to implement the enterprise rescue. The report shows that Shenzhen has explored a number of typical experiences and practices in creating an environment for the development of small and medium-sized enterprises. In terms of creating a fair competitive market environment, Shenzhen has deepened the reform of the government procurement system and ensured that small and medium-sized enterprises can enjoy the policy dividend fairly by promoting electronic bidding and standardizing the management of deposits. In terms of improving the service system for small and medium-sized enterprises, Shenzhen has set up a leading group for enterprise service work, focusing on building the working structure of "group service" and "cloud service" in the city. According to the data, there are 2.46 million enterprises in Shenzhen, more than 99% of which are small and medium-sized enterprises. In Shenzhen, there are 442 new "little giants" specialized by the state, and the total added value increased by 8.3% last year, which plays an important role in economic and social development, promoting urban employment, taxation, and people's livelihood development.
