With the support of the Party Leadership Group of the Ministry of Transport and the National Health and Health Commission, the relevant departments of the Central Commission for Discipline Inspection and the National Supervision Commission, together with the relevant dispatched agencies and the provincial, regional and municipal commissions for discipline inspection and supervision of Sichuan, Yunnan and other provinces, seriously investigated and dealt with Peng Fuping, the former deputy director of the Department of Safety and Quality Supervision and Management of the Ministry of Transport (hereinafter referred to as the Department of Safety and Quality), and Chen Jiayuan, the former deputy director of the Department of Safety Supervision and Management, Zhang Zhi, former secretary of the Discipline Inspection Commission of the Cadre Training Center of the National Health and Health Commission (then assistant director of the training center and director of the Third Training Division), and others jointly with social training companies to organize large-scale public funded tourism for trainees in the name of training. The case involved a wide range of party members and cadres who participated in public funds tourism in 31 provinces, regions and cities. Some training courses were not even arranged for teaching, and the whole trip was organized; The amount of corruption is large. Peng Fuping, Chen Jiayuan and Zhang Zhi have been expelled from the Party and public office, and criminal responsibilities are investigated according to law; 14 leading cadres from the Safety and Quality Department of the Ministry of Transport and the Cadre Training Center of the National Health and Health Commission were held accountable; More than 1000 party members and cadres who participated in public funds tourism were dealt with accordingly. Peng Fuping and Chen Jiayuan, without approval, jointly issued a training notice in the name of a deliberative and coordinating organization with the social training company in which the two people are shareholders, requiring local traffic cadres to participate in the training, and organizing students to travel with public funds. Zhang Zhi and others from the cadre training center of the National Health and Health Commission blindly pursue economic benefits and allow social training companies to organize students to travel with public funds; Ignoring the qualification requirements of relevant cooperative training institutions, we can cooperate with anyone who has a good personal relationship with them and gives more shares to the training center; For a long time, the stamp of the official seal will be handed over to the cooperative company for safekeeping, allowing it to forge the training notice and issue the training invoice on behalf of it, thus opening the door for the reimbursement of travel expenses with illegal public funds. The second is to provide "one-stop service" for public-funded tourism through mutual linkage, and some training courses become "tour groups". Subordinate units of ministries and commissions issue notices to the system to recruit students; The social training company is responsible for planning tourism activities and selecting local conference companies to undertake them; The local conference service company is responsible for leading the students to travel, collecting fees, and falsely issuing training invoices for the students, so as to form a tripartite mode of organizing public funds tourism for cooperation and common profits.
