The national territory is the territory where a country exercises sovereignty and jurisdiction, and is the symbol of national sovereignty and territorial integrity. Map is the most important form of national territory, reflecting the scope of national sovereignty, with serious political, strict scientific and strict legality. In recent years, the misuse of "problem maps" in movies, TV dramas and news reports has attracted attention. It is understood that the regulations issued this time are to strengthen map management, standardize the disclosure of map content, safeguard national sovereignty, security and development interests, promote the healthy development of geographic information industry, and serve the public. The specification points out that China's entire map should comply with the following provisions: first, accurately reflect China's territorial scope. Second, in addition to representing the mainland, Hainan Island and Taiwan Island, the whole map of China should also represent the South China Sea islands, Diaoyu Island and its affiliated islands and other important islands; When the islands in the South China Sea are represented in the form of attached drawings, the southernmost tip of Hainan Island should be drawn on the south side of the main map of China's map. Third, the contents indicated on the map shall not affect the complete expression of China's territory, and shall not cover the important contents related to national sovereignty such as important islands. In view of the regulations on map representation of Taiwan Province, the specification points out that Taiwan Province should be represented by provincial administrative units on the map. Taipei is represented as a provincial administrative center (the provincial administrative center is noted in the legend). Xinbei City, Taoyuan City, Taichung City, Tainan City and Kaohsiung City in Taiwan Province are represented by prefecture-level administrative centers. At the same time, the specification also clearly states that the scope of the map of Taiwan Province should include Diaoyu Island and Chiwei Island (except for the map named "Taiwan Island"). The Diaoyu Island and Chiwei Island can be included in the whole map of Taiwan Province, and can also be reflected by the geographical relationship between the island and the Diaoyu Island and Chiwei Island. The specification also stipulates the map representation of the South China Sea islands, the map representation of the Special Administrative Region, and the boundary representation specifications of countries (regions) in the world.
