The representative of China: We expect the international community to pay more attention to eliminating the root causes of terrorism

China News Agency, United Nations, February 9 - The United Nations Security Council held an open meeting on counter-terrorism on the 9th. Zhang Jun, the Permanent Representative of China to the United Nations, said at the meeting that he expected the international community to pay more attention to the capacity-building of developing countries and the elimination of the root causes of terrorism. On the same day, the Director of the United Nations Counter-Terrorism Office, the Deputy Secretary-General of the United Nations Voronkov and the Acting Executive Director of the Executive Directorate of the United Nations Counter-Terrorism Committee, Chen Weixiong, made briefings. Voronkov said that the threat posed by terrorist organizations to international peace and security remains serious, especially in the conflict and surrounding areas. As terrorism becomes more complex, we need to adopt new approaches to face challenges. Chen Weixiong said that only through multilateral cooperation can we effectively deal with the ever-changing threat of global terrorism. Zhang Jun said that the anti-terrorism action of the international community is far from the time to relax. Terrorist forces such as the "Islamic State" are making a comeback in Afghanistan and the region. The "East Islamic Movement", also known as the "Turkestan Islamic Party", a terrorist organization listed by the Security Council, is cooperating with the "Islamic State of Khorasan Province". China calls on the international community to combat terrorism in all its forms with a "zero tolerance" attitude, and urges the Afghan Taliban to take resolute and effective measures to prevent terrorist forces from gathering in Afghanistan and effectively guarantee the security of the Afghan people and foreign citizens in Afghanistan. Zhang Jun said that the geographical scope and frequency of violent and terrorist activities are on the rise across the African continent, especially in the Sahel and other regions. At the same time, Mozambique, Nigeria and other countries have taken positive actions to strengthen counter-terrorism efforts and achieved remarkable results. The efforts of African countries to jointly carry out anti-terrorism operations are worthy of recognition. Relevant international partners should increase their support, especially to help African countries improve their anti-terrorism capabilities in terms of funds, equipment, intelligence and logistics supplies. Zhang Jun said that decades of anti-terrorism experience has taught us that security response alone is not enough. We must also prevent new members from joining the ranks of terrorist organizations. In this regard, another survey report of the United Nations Development Programme a few days ago is even more thought-provoking. The report pointed out that in the Sahel subregion, most of the organizers who joined the extreme came from the most remote and underdeveloped regions. A quarter of the respondents said that finding a job has become the main incentive for local people to join extreme violence organizations. This proportion has increased by 92% compared with 2017. These facts and figures are shocking. Although poverty cannot be regarded as the only root cause of terrorism, poverty and its associated economic scarcity are clearly important factors that breed terrorism. Zhang Jun said that in order to eradicate the scourge of terrorism, the international community needs to make greater efforts to promote economic and social development, which is precisely the most neglected and weak link in the current international counter-terrorism cooperation network. After curbing the rampant trend of terrorist organizations through military security measures, measures in the economic and development fields must keep up as soon as possible, otherwise the hard-won anti-terrorism achievements are likely to be lost. The international community should create a fair and favorable international economic, financial and trade environment for developing countries, and international economic and financial institutions should increase their investment to support relevant countries in allocating resources to poverty eradication, universal education and food
