There is no need to conduct nucleic acid testing for entry and exit of Hong Kong, and there is no longer a limit on the number of people at land ports. Passengers can freely travel between the mainland and Hong Kong. On February 5, the reporter of Securities Daily visited several ports that were about to resume "customs clearance", among which the merchants of Luohu Commercial City, which was close to Luohu Port, were ready to open. Luohu Commercial City earlier appealed to merchants to sort out and complete the goods as soon as possible to meet the comprehensive customs clearance. A shop owner told the reporter, "I came to do the final cleaning and finishing work this morning. It has not been open for more than two years. Now I feel very excited and look forward to resuming 'customs clearance'.". Zhang Xinyuan, senior mentor of the Innovation and Entrepreneurship Platform of City University of Hong Kong and Secretary-General of the Co-Found Think Tank, said in an interview with the reporter of Securities Daily that with the gradual optimization of epidemic prevention and control measures, the mainland and Hong Kong will fully resume normal personnel exchanges, and Hong Kong will benefit from the economic recovery of the mainland, and the economy will be boosted. From the perspective of tourism industry, the number of mainland tourists traveling to Hong Kong and Macao will gradually increase, and the tourism resources and advantages of Hong Kong and Macao will be fully utilized, driving the development and recovery of the industry, and further boosting Hong Kong's economic growth expectations and confidence. Since the implementation of the first phase of "customs clearance" between Hong Kong and the mainland on January 8, the seven entry-exit ports in Shenzhen Luohu Port have been opened, and the flow of people and passengers between the two places has obviously recovered. According to the data of the Immigration Department of the Hong Kong SAR Government, the reporter of Securities Daily found that on January 8, the first day of the first stage of customs clearance, the number of people entering through all control stations was 46098, and the number of people leaving the country was 62409. Compared with the average number of inbound (33411) and outbound (23550) from January 1 to January 7, the number increased by 38% and 165% respectively. On January 20 and 29, the number of entry-exit people reached the peak in January, 129289 and 183943 respectively. At the same time, during the Spring Festival holiday in 2023 (from January 21 to January 27), more than 650000 people entered Hong Kong. However, during the first stage of "customs clearance", there is still a limit on the number of people passing through the land port, only 50000 people a day, and they must hold the negative results of nucleic acid test within 48 hours. According to the Notice on Comprehensively Resuming Personnel Exchanges between the Mainland and Hong Kong and Macao (hereinafter referred to as the "Notice") issued by the Joint Defense and Joint Control Mechanism Comprehensive Team of the State Council on February 3, from 00:00 on February 6, if people entering Hong Kong and Macao have no history of living in foreign countries or other overseas regions within 7 days, they do not need to enter the country with the negative results of nucleic acid testing for COVID-19 infection before leaving. The notice also said that the business activities of group tourism between mainland residents and Hong Kong and Macao should be resumed.
