Philippine - China cooperation is conducive to the peaceful development of the Asia-Pacific region

2023-02-02

The stable development of Philippine - China relations is not only in the interests of the two countries, but also conducive to peace and development in the Asia-Pacific region. In early January, Philippine President Marcos paid a state visit to China. This visit has accelerated the development of the Philippines - China relations and injected new impetus into the friendly cooperation between the Philippines and China. The media of both countries have noted that this is the first official visit of President Marcos to a country outside ASEAN. President Marcos is also the first foreign leader received by China this year. The Philippines hopes to show the world through this visit that the relationship between the Philippines and China is very important and has a good momentum of development. Like many Philippine media, Asia Business Week highlighted President Marcos's visit to China. We believe that the space for practical cooperation between the Philippines and China is very broad. China is the Philippines' largest trading partner, the largest source of import, and the second largest export market. The Philippines and China have close mutually beneficial cooperation in various fields. In the process of post-epidemic economic recovery, the Philippines and China need each other and should strengthen cooperation. During President Marcos' visit to China, the Philippines and China issued a joint statement. The two countries also signed cooperation documents on the "the Belt and Road", agriculture and fishery, infrastructure, finance, customs, e-commerce, tourism and so on. The Philippines and China committed to deepen cooperation in the four key areas of agriculture, infrastructure, energy and humanities, and expand more channels of cooperation in defense, security, science and technology, trade and investment. These fully demonstrate that President Marcos' visit to China has achieved positive and pragmatic results. I am most concerned about the cooperation between the Philippines and China in the field of agriculture. The Philippine government attaches great importance to agricultural development. President Marcos decided to hold the post of Minister of Agriculture for the time being to deal with the increasingly serious food problem. Chinese people often say that food is the most important thing for the people. Philippine - China agricultural cooperation has brought tangible help to the Philippine people. The Philippines is the first stop for China's hybrid rice technology to go global. Yuan Longping, the "father of hybrid rice" of China, has come to the Philippines for more than 30 times to cultivate tropical hybrid rice varieties suitable for the local soil and climate with the Philippine people. Today, agricultural cooperation between the two countries is accelerating. From bananas, pineapples, mangoes, avocados, coconut greens, to fresh durian, which has recently been approved for export to China, the huge Chinese market has brought important opportunities for Filipino farmers to increase their income. Consultation and communication have always been the best way for the Philippines and China to properly handle the South China Sea issue. During President Marcos' visit to China, the two heads of state exchanged in-depth and frank views on the situation in the South China Sea, stressed that the South China Sea dispute was not the whole of bilateral relations, and agreed to properly control differences. The two sides decided to establish a direct communication mechanism between the Marine Department of the Philippine Ministry of Foreign Affairs and the Border and Sea Department of the Chinese Ministry of Foreign Affairs. In the field of oil and gas cooperation, the two sides agreed to keep in mind the spirit of the Memorandum of Understanding between the Government of the People's Republic of China and the Government of the Republic of the Philippines on Oil and Gas Development Cooperation signed in 2018, and restart the offshore oil and gas development consultation as soon as possible on the basis of the existing achievements to benefit the two countries and their people. The Philippines and China should strengthen communication on the South China Sea issue and promote oil and gas cooperation, which will help avoid unnecessary misunderstandings and contradictions and help the people of the Philippines and China benefit from the South China Sea cooperation. China is the second largest economy in the world, and the Philippines cannot move away from it. China
