China's per capita water resources are far lower than the world's average level, and the spatial and temporal distribution is extremely uneven, so we must give priority to water conservation. Not long ago, the Ministry of Industry and Information Technology announced the pilot list of industrial wastewater recycling in 2022, with 29 enterprises and 3 parks on the list. Select a group of enterprises with remarkable wastewater recycling effect and advanced water efficiency indicators as typical cases of water efficiency benchmarking and compliance, which will help promote more enterprises to improve water efficiency and achieve a new leap in water saving and pollution reduction. As the world's largest industrial country, China is facing the arduous task of treating industrial wastewater. The data shows that in 2021, the industrial water consumption will account for 17.7% of the total water consumption in the country, and the wastewater discharge will account for about 1/4 of the national sewage discharge. At the same time, the shortage of water resources has become a rigid constraint on China's economic and social development, with water shortage exceeding 50 billion cubic meters in normal years. On the one hand, it is the continuous high demand for industrial water, and on the other hand, it is the basic national condition of more people and less water. Accelerating the recycling of industrial wastewater and making wastewater "turn waste into treasure" has become the key to promote the green development of industry and alleviate the contradiction between supply and demand of water resources. China has a complete range of industries and a large number of enterprises, but the scale, facilities and technical reserves are uneven. The nature of industrial wastewater discharged by different enterprises, such as petrochemical, steel, food, textile printing and dyeing, and paper making, is very different. It is difficult to solve it with a technical solution or a model. It is necessary to promote the recycling of industrial wastewater by classification and overall planning. What needs to be treated is not only industrial wastewater, but also industrial production materials, intermediate products and pollutants that are lost with water in the production process. In practice, different industries have formed models with different emphasis. In the textile industry, technological breakthroughs can not only reduce the discharge of wastewater, but also degrade the organic pollutants therein; In the chemical industry, relying on intelligent supervision, wastewater discharge can be monitored in real time to effectively and accurately control pollution; In the iron and steel industry, the treated urban sewage is reused in the production process, which improves the reuse rate of water resources... After years of efforts, China's industrial wastewater recycling has made positive progress. The reuse rate of industrial water above the designated size has increased from 89% in 2015 to 92.9% in 2021, and the water consumption of industrial added value of 10000 yuan in 2020 has decreased by 39.6% compared with 2015. It should be noted that to achieve stable economic growth, it is necessary to maintain a certain level of industrial growth rate, and China's industrial water consumption will continue to increase for a period of time. At present, the reuse rate of industrial water above designated size is relatively high, but there is still room for improvement. In the major water use industries such as textiles and food, the industrial water reuse rate in 2020 is only 73% and 60%. To further improve the level of industrial wastewater recycling, we still need to overcome the "hard bone". On the one hand, we should continue to pay close attention to the main water industry, consolidate the technology base, make breakthroughs in key core technologies, and accelerate the development of common technologies and standards to form more replicable and replicable experiences. On the other hand, we should continue to reduce the cost of industrial wastewater recycling, give preferential treatment in tax policy, financial support and other aspects, and mobilize the enthusiasm of more enterprises.
