Recently, the President of Turkmenistan, Serdar Berdymukhamedov, was invited to visit China. The two heads of state jointly announced to upgrade the China-Turkmenistan relationship to a comprehensive strategic partnership. In recent years, China has attached great importance to the development of friendly relations with Central Asia, especially in the frequent interaction between China and the heads of state of Central Asia. Subsequently, the President of Turkmenistan became the first Central Asian head of state to visit China after the victory of the 20th CPC National Congress and the first Central Asian head of state to visit China in 2023. This is rare in the past, highlighting the rising status of Central Asia in China's peripheral diplomacy. According to the statistics of the General Administration of Customs of China, the bilateral trade volume between China and Turkey in 2021 was 7.359 billion US dollars, up 13% year on year. Since 2011, China has become Turkmenistan's largest trading partner for 11 consecutive years. The economic and trade cooperation between China and Turkey has great potential and broad prospects. During Berdymukhamedov's visit to China, the two heads of state announced to upgrade China Turkey relations to a comprehensive strategic partnership, reached important consensus on promoting the establishment of a community of common destiny between China and Turkey, and jointly witnessed the signing of cooperation documents in the "the Belt and Road" and other fields. This marks that China and the five Central Asian countries have achieved "three full coverage", that is, full coverage of the comprehensive strategic partnership, full coverage of the implementation of a community with a shared future for mankind at the bilateral level, and full coverage of the signing of cooperation documents for the joint construction of the "the Belt and Road". On this basis, China also proposed for the first time to build a "China+five Central Asian countries" cooperation mechanism, which will become a new mechanism for cooperation between China and Central Asian countries. The first "China+five Central Asian countries" summit is in the process of preparation, and Central Asian countries including Turkmenistan have expressed their support for it. It can be seen that there is not only a new mechanism of "China+the five Central Asian countries" cooperation at the multilateral level between China and the five Central Asian countries, but also the Shanghai Cooperation Organization, which includes the Central Asian countries. These cooperation mechanisms will become an important guarantee for the acceleration and upgrading of China-Central Asia relations. In specific areas of cooperation, China has signed the "the Belt and Road" cooperation agreement with the five Central Asian countries, actively promoting the "the Belt and Road" initiative to align with their respective national development strategies. Central Asia is the first place to advocate the "the Belt and Road" initiative. China and Central Asian countries adhere to the principle of joint consultation, joint construction and sharing, and promote the "the Belt and Road" initiative to blossom and bear fruit in Central Asia, bringing tangible benefits to the people of the region. Among them, cross-border railway and other connectivity construction, natural gas and other energy cooperation as well as trade and investment are the "highlights". During the visit of the President of Turkmenistan, the two sides proposed to build a cross-border railway again in a joint statement. Geographically, Turkmenistan borders Uzbekistan, Afghanistan and Iran on the land and is close to the Caspian Sea. If the China-Turkmenistan cross-border railway is to be built, it should be an extension of the China-Kyrgyzstan cross-border railway
