Hong Kong SAR government issues institutional green bonds

2023-01-10

The Government of the Hong Kong Special Administrative Region recently announced that it had successfully sold US $5.75 billion worth of green bonds (green bonds) in US dollars, euros and RMB under the green bond plan of the Government of the Hong Kong Special Administrative Region. This three-currency issue is the largest ESG (environmental, social and governance) bond issue in Asia. It is reported that this batch of green bonds will be issued through the global medium-term note issuance plan specifically designed for the issuance of green bonds in early 2021. It is expected to be settled on January 11, 2023, and will be listed on the Hong Kong Stock Exchange and the London Stock Exchange at the same time. These green bonds have been rated "AA+" by S&P and "AA -" by Fitch. Global investors have strong demand for this batch of green bonds. This issue attracted more than US $36 billion of the equivalent subscription amount, successfully attracting new investors who have not participated in the previous green bond issuance of the Hong Kong SAR government, and at the same time receiving the continuous participation of different types of traditional and green investors. The Hong Kong SAR government has responded to the needs of investors by doubling the issuance of RMB bonds to 10 billion yuan, and the share of mainland investors participating in this issuance through Bond Connect "South Link" has also increased, highlighting Hong Kong's position as the primary offshore RMB business hub. The issuance of RMB bonds further enriched the selection of offshore RMB products and promoted the internationalization of RMB. (Xinhua News Agency)
