Recently, the judges of the Filing Division of the People's Court of Qingxian County, Hebei Province, provided a "door-to-door filing" service for the parties to a civil loan dispute. On December 26, the hospital received a letter of help from a 78 year old man, in which the old man wrote that on the way to ask for the debt, he rode an electric tricycle and broke his leg, which made it impossible to register in court, and he would not use his mobile phone to file a case online. He hoped that the court would help solve these difficulties. In order to reduce the burden of litigation and protect the legitimate rights and interests of the parties in a timely manner, Liu Guozhen, Deputy Director of the Litigation Service Center, decided to go to the home of the elderly in Xiaoxinzhuang, Pangu Town, Qingxian County, with Gao Shangqi, Assistant Judge of the grass-roots court of Qingzhou, to register the case for the parties and further understand the case. After chatting with the old man, we learned that in January 2020, Mr. Wang went to the old man's house to collect dates and get familiar with each other. Mr. Wang borrowed money from the old man, who was also kind-hearted. He lent Mr. Wang 1700 yuan and wrote a note of debt. Now the old man lives on government subsidies in 150 months each month. In addition, he is raising several sheep and planting several acres of land to subsidize his family. His wife is also not healthy and takes medicine all the year round. This 1700 yuan is not a small amount for the two old people. Through preliminary understanding, the old man only knew that the borrower Wang was from Shuanglouzi Village, Caosi Town, and left a one inch photo of Wang, but did not have his ID card number and contact information. The court staff and their party took photos of the elderly's identity information, IOUs and other relevant evidence to prepare for pre litigation mediation and filing. The People's Court of Qingxian County insists on actively extending the scope of judicial services, constantly innovating the working mechanism of litigation services, vigorously promoting cross domain case filing, online case filing, door-to-door case filing and other convenient case filing, and takes pre litigation mediation as an important part of resolving conflicts and disputes.
