Strengthening Biosafety Management to Prevent Invasion of Alien Species

2022-12-30

According to media reports, the third review draft of the revised wildlife protection law was recently submitted to the 38th session of the Standing Committee of the National People's Congress for deliberation. As for the hazards caused by the invasion of alien species, the third review draft clearly stipulates that wild animal species introduced from abroad shall not be released or discarded illegally. If it is really necessary to release them to the wild environment, the provisions of relevant laws and regulations shall be observed. The invasion and serious threat of foreign wild animals are not just the scenes in the film. This year, alligators, finches and eels were found in the landscape water system of the residential area and wild natural water bodies in Beijing, Guangdong, Yunnan and other places, and even there were horrific incidents of alligators, finches and eels hurting people. The crocodile, finless eel event is just the tip of the iceberg invaded by alien creatures. Relevant data shows that 215 of the more than 660 alien invasive species found in China have invaded national nature reserves, threatening local species and ecosystems, and causing economic losses of more than 100 billion yuan each year. It can be said that effective prevention and control of alien species invasion has reached the point of urgency. To curb the invasion of alien species, on the one hand, customs, public security, environmental protection, agriculture and other departments should strengthen supervision and strictly control the entry customs. For invasive species that have entered the country, the prevention mechanism should be improved, emergency plans should be launched in a timely manner, and a full chain governance system should be formed; On the other hand, it is also necessary to strengthen publicity and education, further improve the public's awareness of prevention and control, and form a joint force of prevention and control that is widely known and participated by the public. The third review of the revised draft of the Wildlife Protection Law clearly stipulates that wild animal species introduced from abroad shall not be released or discarded in violation of the law. This is not only a restatement of legal common sense, but also a serious reminder to urge the public to know and abide by the law in the form of revised laws. To prevent the public from releasing wild animals at will, we need to avoid the "ignorance trap". There are many kinds of wild animals in nature, not all exotic wild animals are invasive. As experts say, they are also alien species. Wheat, potatoes, carrots and corn are not invasive species, while snails, American white moths and red fire ants are alien invasive species. In real life, what belongs to exotic wild species, and which of them is invasive, is a scientific problem with a certain degree of professionalism. Relevant departments shall timely classify and determine the nature, publish the authoritative list of alien invasive species, and improve the public's awareness of biological invasion prevention. In addition, we should curb "unrestrained curiosity" with a clearer illegal expectation. In real life, some people are curious about exotic wild animals such as alligators, finches, brazilian turtles, hamsters, lizards, etc. Buying, raising and playing with "exotic pets" once became fashionable, objectively causing the possibility of invasion of wild animals; As for some people who discard or release foreign wild animals at will, it seems that they are "very caring", but it is actually harmful. For similar illegal acts, education and punishment shall be carried out according to law. If serious consequences are caused, criminal responsibility shall be investigated according to law. The report of the Twentieth National Congress of the Communist Party of China clearly proposed to strengthen biosafety management and prevent alien species from encroaching. Prevention and control of alien species invasion is not a small topic for a few departments and professional institutions, but a hot word of governance closely related to everyone; It is not an understatement of "trifling", but a matter of national biosafety
