During the Fifth Session of the Thirteenth National People's Congress, more than 2200 NPC deputies put forward 9203 suggestions, criticisms and opinions on all aspects of work, a record number. On the 28th, Guo Zhenhua, Deputy Secretary General of the Standing Committee of the National People's Congress, introduced the above situation at the 38th meeting of the 13th NPC Standing Committee. Guo Zhenhua introduced in the report of the General Office of the Standing Committee of the National People's Congress on the handling of the proposals, criticisms and opinions of the deputies to the Fifth Session of the 13th National People's Congress that 9203 proposals were handed over to 208 undertaking units for study and handling in accordance with the relevant provisions of the Organic Law and the Representative Law of the National People's Congress. During the intersessional period, through the representative work information platform, the representatives put forward 146 representative suggestions according to law, which have been submitted to 83 undertaking units for research and handling as required. At the same time, representatives were invited to attend meetings of the Standing Committee as nonvoting delegates, attend symposiums of representatives as nonvoting delegates, participate in law enforcement inspections and other activities, and the representatives' suggestions forwarded by the representatives contacted by members of the Standing Committee were also promptly submitted to relevant units for research and handling. The delegation and handling of the proposals made by the representatives shall be reported to the representatives one by one. The report shows that this year's Representative's proposal is focused on people's livelihood and highly comprehensive. Many suggestions are put forward by the representative in combination with the research practice, which has more and more practical significance. Among them, the representatives put forward 5411 proposals in the fields of development planning, science, education, culture and health, social and public affairs, accounting for more than half of the total proposals. 776 proposals related to running education satisfactory to the people, 661 proposals related to promoting the construction of a healthy China, and 126 proposals related to safeguarding the legitimate rights and interests of women and children. The report pointed out that, in order to further highlight the key points, point to area, and enhance the effectiveness of the handling of representative suggestions, the General Office of the Standing Committee, centering on the implementation of the major decisions and arrangements of the Party Central Committee, carefully studied and screened the issues that representatives reflected more intensively, communicated with the relevant special committees and organizers, and determined the topics of 22 key supervision suggestions, 243 involving representative suggestions, which were handed over to 20 units, including the Ministry of Water Resources, to take the lead in handling, The seven special committees of the National People's Congress are responsible for supervision. The report also shows that during the 13th National People's Congress, the deputies faithfully performed their duties for the people and exercised their powers according to law. They put forward 42675 suggestions during the Congress and 1075 suggestions during the intersessional period, providing important decision-making references for the development of the cause of the Party and the country. The working mechanism of representatives' suggestions has been continuously improved, promoting the whole process of putting forward, assigning, analyzing, supervising, handling, communicating, feedback, replying, evaluating, making public representatives' suggestions, and the standardization and institutionalization of various festivals, which fully demonstrates the characteristics and advantages of the broadest, most authentic and most effective people's democracy in the whole process.
