In May 2015, Beijing became the first comprehensive pilot city to expand the opening up of the service industry in China. In April 2021, the pilot area will be expanded for the first time to include Tianjin, Shanghai, Hainan and Chongqing. The opening up of the service industry is an important part of China's all-round opening up. Expanding openness and cooperation in the service sector is increasingly becoming an important force to promote development. According to the data released by the Ministry of Commerce on December 23, from January to November this year, the actual amount of foreign capital used nationwide was 1156.09 billion yuan, up 9.9% year on year on a comparable basis. Among them, the service industry attracted more than 70% of foreign capital. The proportion of foreign investment in the service industry has risen rapidly, and there is great potential to expand the opening up of the service industry. In horizontal comparison, the proportion of service industry in GDP of major developed countries in the world is about 75% on average, while that of China has been hovering around 54%. From the perspective of trade, according to the statistics of the World Trade Organization, the global trade in services accounts for 24% of the total global trade, while China only accounts for 15%. In this context, in recent years, China has been accelerating the opening up of the service industry and increasing the pilot efforts for the opening up and innovative development of the service industry, hoping to form a number of replicable and replicable experiences to better play and activate the huge potential of the service industry. Judging from the situation in Beijing, Tianjin, Shanghai, Hainan, Chongqing and other places, through continuous innovation and exploration, the comprehensive pilot project of expanding the opening up of the service industry has become increasingly effective. In terms of industry, the five provinces and cities have successively implemented more than 60 opening measures in 11 industries, including science and technology, culture and telecommunications. In terms of institutional innovation, Beijing launched nearly 70 policy innovations in science and technology research and development, financial services to the real economy and other fields, and Tianjin and other four provinces and cities launched 151 differentiated pilot measures. A large number of landmark projects have been launched, and a number of key parks have achieved rapid development. In the first three quarters of this year, five provinces and cities created a total of 6.9 trillion yuan of added value in the service industry, accounting for 70.6% of the local GDP, 17.1 percentage points higher than the national average. From January to November, the service industry of five provinces and cities absorbed foreign capital of 47.69 billion US dollars, accounting for 36.8% of the country, with a year-on-year growth of 10.2%, 7 percentage points higher than the national average. In terms of replication and promotion of pilot experience, pilot demonstration provinces and cities systematically integrated innovative achievements in the fields of industrial opening and development, trade and investment liberalization and facilitation, and institutional and mechanism reform, forming 8 batches of 43 experience cases to the whole country
