In order to standardize the domestic service activities and promote the high-quality development of the "Southern Guangdong Home Economics" project, on November 28, the 47th meeting of the Standing Committee of the 13th Guangdong Provincial People's Congress deliberated the Regulations of Guangdong Province on Home Economics Service (Revised Draft). Focusing on the actual needs of information sharing in the domestic service industry to be improved, the regulations propose to build a unified "Southern Guangdong Home Economics" comprehensive management service platform across the province, collect basic information, credit, evaluation, residence registration and other information of domestic service agencies and domestic service personnel, and provide public services such as inquiry according to law. On this basis, the province plans to implement the domestic service code system, and encourage relevant institutions and personnel to actively show the service code to consumers. Exploring the establishment of a consumer evaluation system for household service The regulations further refine the responsibilities of government departments at all levels in response to the problems of systematization, professionalism and standardization of the household service industry in Guangdong Province. The regulations propose that the provincial government development and reform, commerce, market supervision and other departments should promote the formulation and implementation of local standards and industrial standards for domestic service. At the same time, it is proposed to explore the establishment of an evaluation system for domestic service consumers. The competent department of human resources and social security of the provincial government should formulate star rating evaluation methods for domestic service personnel, organize the implementation of relevant evaluations, and support the mutual objective evaluation between domestic service agencies, domestic service personnel and domestic service consumers. In order to improve the quality of domestic service, the regulations propose that the relevant departments of governments at or above the county level should support domestic service personnel to participate in pre job and on-the-job vocational skills training, vocational skills evaluation and vocational skills competition, and provide subsidies for skills upgrading according to regulations. At the same time, support all kinds of colleges and universities to set up housekeeping service related majors, cultivate and introduce professional teachers, and promote the connection between skill training and academic training. In addition, in terms of handling residence permits and setting up service outlets, the regulations also specify relevant support measures. When applying for residence permit, the public security organ or the township or sub district institution responsible for the service and management of floating population may exempt the domestic service personnel who have resided for more than half a year with a domestic service code and who have shared the information confirmed through the comprehensive management service platform of "Nanyue Home Economics" from providing relevant proof materials of permanent residence address. Household service agencies set up service outlets in the community according to law, and charge residents for water, electricity and other fees; Set up service outlets in the comprehensive service facilities and sites of urban and rural communities invested and constructed by the government. If the conditions are met, the lease fees may be reduced or exempted. The service agency will be fined up to 20000 yuan for failing to handle complaints. The regulations also specify relevant provisions to safeguard the legitimate rights and interests of all parties. According to the regulations, domestic service institutions should establish tracking and evaluation files of service experience and service evaluation of domestic service personnel, establish a convenient and fast complaint handling mechanism for domestic service, make public service telephone numbers and complaint channels, and handle domestic service complaints according to law. In case of violation of the above provisions and refusal to correct, a fine of less than 20000 yuan may be imposed. In addition, an employee household service enterprise shall pay social insurance premiums for urban employees for the household service personnel who have signed labor contracts and established labor relations with it according to law. For domestic service personnel, the regulations propose that domestic service personnel shall not discriminate against or abuse domestic service personnel
