Recently, the Office of Governing the State by Law of the Central Committee launched the on-site supervision and feedback on the construction of the rule of law in cities and counties. It fed back the relevant information on the on-site supervision of the construction of the rule of law in cities and counties to eight provinces of Shanxi, Liaoning, Jiangsu, Fujian, Henan, Hubei, Guizhou and Yunnan, urged the provinces under supervision to study, publicize and implement the spirit of the Twentieth National Congress of the Communist Party of China, and promoted the effective rectification of the problems reported by the inspectors. According to the requirements of the Office of the Central Committee for Administering the State by Law, the provinces under supervision should strengthen organizational leadership to ensure full coverage of rectification. The relevant local authorities and departments should fully and accurately implement the requirements of supervision work in accordance with the feedback, list of issues, and typical cases. They should seek truth from facts and take the initiative to identify problems, self pressurize, self check and self correct, and resolutely prevent the misconception that "whoever is inspected has problems, and no rectification is needed if not named". We should adhere to the principle of addressing both the symptoms and root causes without delay, prevarication or wait and see. We should have both short-term goals and long-term plans. We should make unremitting efforts to form institutional achievements that "make small cuts" and "really work", and better use the system to manage power, affairs and the long term. We should focus on the people, focus on the concerns of the people, solve the problems around the people, make the people feel changed, see results, benefit from them, and enhance the sense of the rule of law. We should focus on complementing weak points and strengthening the rule of law, so as to move the focus of the rule of law construction downward. We should strengthen the responsibility of building the rule of law, focus on the "key minority", strengthen the rigid constraints of the system, and urge the main leaders of the party and government at all levels to earnestly perform the responsibility of the first person responsible for promoting the rule of law. The provincial office of governing the province according to law should play a leading role in grasping the general situation and supervising the implementation, strengthen reporting, coordination and communication, and promote the implementation of rectification tasks by relevant local authorities and departments. The Central Office of Governing the State according to Law will strengthen tracking and guidance, and will carry out "looking back" after three months of centralized rectification to form a closed loop of responsibility, expand the effectiveness of supervision, and ensure that problems are effectively rectified.
