The Supervision Committee of Dalian Municipal Commission for Discipline Inspection reported three typical problems of formalistic bureaucracy: 1. Wu Shisheng, former Secretary of the General Party Branch and Director of the Village Committee of Houmu Village, Yingchengzi Street, Ganjingzi District, Dalian, made disorderly decisions and was lazy in handling village affairs. From 2003 to 2005, Wu Shisheng violated the rules of procedure and decided to rent the sea cucumber circle in Houmu Village without authorization; In 2005, Wu Shisheng decided to reduce or exempt the rent for three sea cucumber circle lessees without the study of the group meeting and the villagers' representative meeting; Wu Shisheng neglected to manage the rent collection of sea cucumber circles and did not organize the rent collection. By August 2022, 22 of the 59 tenants of sea cucumber circles in Houmu Village were still in arrears with the rent of RMB 8.337 million. In August 2022, Wu Shisheng was severely warned by the Party. 2. Tian Changrong, the director of the property management office of the former Real Estate Bureau of Lushunkou District, Dalian City, Lin Zhimin, the former director of the Planning and Construction Bureau of Lushun Economic and Technological Development Zone, and Chen Defu, the deputy director, did not correctly perform their duties in the work of property supervision and property petition. From May 2013 to March 2018, Tian Changrong did not perform his duties correctly, neglected to supervise a property company under his jurisdiction, and received a reward of 5000 yuan from the manager of the property company; Lin Zhimin acquiesced in Chen Defu's illegal delegation of the property petition responsibility of the Bureau to subordinate enterprises, and did not carefully verify the petition report involving the property company. The above three persons failed to perform their duties, responsibilities and acts in the property supervision and property petition work, resulting in a number of problems that reflected the violation of the property company's rights and interests, such as fines, water supply failure, power failure and beating of the owner, which were not found and resolved in a timely manner. In August 2021, Tian Changrong, Lin Zhimin and Chen Defu were respectively warned by the Party. 3. Wang Jindong, the former chief of the Finance Department of Wafangdian Central Hospital in Dalian, failed to implement the financial management system effectively and was seriously derelict of duty. From March 2020 to September 2021, Wang Jindong was seriously irresponsible for the financial management work he was engaged in. He handed over the application for payment of Youdun and review of Youdun to Zhang, the cashier, for safekeeping, to facilitate his misappropriation of public funds; Long term failure to organize the reconciliation work and failure to form a supervision and restriction mechanism led to Zhang, a cashier, misappropriating more than 30 million yuan from the financial accounts of 16 grass-roots hospitals, resulting in particularly heavy losses to national interests.
