Securing the bottom line of the rice bowl is sufficient to consolidate the foundation of food security in an all-round way in China

At present, the harvest of autumn grain is almost over, and many major production areas are growing well, with a bumper harvest of the whole year in sight. China's grain output has been stable at more than 1.3 trillion kg for seven consecutive years, and reached a new level of 100 billion kg in 10 years. The per capita grain output is far higher than the international food security line. It has achieved basic self-sufficiency in grain and absolute safety in grain rations, and the granaries of major countries have a solid foundation. Standing at a new historical starting point, the report of the 20th National Congress of the Communist Party of China made a strategic plan to consolidate the foundation of food security in an all-round way. We will firmly hold the red line of 1.8 billion mu of arable land, gradually turn all permanent basic farmland into high standard farmland, deeply implement the seed industry revitalization action, and strengthen agricultural technology and equipment support. The latest data from the Ministry of Agriculture and Rural Affairs shows that as of November 13, 1.258 billion mu of autumn grain has been harvested nationwide, 96.3% of which has been completed. The harvest of late rice in South China has also come to an end. "This year, the cooperatives planted more than 20000 mu of soybeans, and some plots produced more than 500 jin per mu, with an average yield of more than 400 jin per mu, which is the highest year." Liu Mingkun, chairman of Yongsheng Agricultural Machinery Cooperative in Jixian County, Shuangyashan City, Heilongjiang Province, is beaming with the joy of harvest. At present, the autumn harvest production in Heilongjiang Province, the largest grain producing province in China, has been fully completed. From the perspective of expert yield measurement and farmers' actual harvest, the unit yield of rice, soybean and corn is expected to reach a new historical high. This year, many major autumn grain producing areas in China are growing well, especially in the northeast, Huanghuaihai, and northwest regions. The growth of autumn grain is the best in recent years, and the impact of high temperature and drought in the south is generally limited. Autumn grain is the last season of grain production throughout the year. This year, China's grain production has experienced multiple tests such as extreme weather and epidemic effects. At present, a bumper harvest of summer grain and early rice has been achieved. The output of summer grain is 294.8 billion jin, an increase of 2.87 billion jin over the previous year. The output of early rice was 56.25 billion jin, an increase of 210 million jin over the previous year. A bumper harvest of autumn grain is in sight, and it is certain to achieve the goal of annual grain output of more than 1.3 trillion jin. The grain structure was further optimized. This year, China launched the national soybean and oilseed production capacity enhancement project, expanded the scale of grain soybean rotation, promoted the belt type compound planting of soybean and corn to more than 15 million mu, and increased the soybean area considerably. The area, yield per unit area and total yield of summer harvested rapeseed have achieved "three increases", and other oil crops such as peanuts and sunflowers have shown a stable yield trend. For seven consecutive years, the food security of more than 1.3 trillion kg is "the largest in the country". Over the past decade, the state has attached great importance to food security and increased its support for food production. China's grain production has been stable and high, and the grain output has reached a high level. From the perspective of grain output, China's grain output has been stable at more than 1.3 trillion jin for seven consecutive years since 2015, and reached a new level of 100 billion jin in 10 years. In 2021, the output will hit a new historical high, reaching 1365.7 billion jin. In terms of per capita share, China's per capita grain output has remained above 450 kg since 2012, and will reach 483.5 kg in 2021. Even without considering imports and abundant stocks, the per capita grain output has far exceeded the internationally recognized food security line, and China's rice bowl is not only firmly in its own hands
