The reporter learned on November 10 that the National Development and Reform Commission recently released the Three Year Action Plan for the Construction of an International First class Business Environment in the Yangtze River Delta (hereinafter referred to as the "Plan"), which proposes that by 2025, the resources in the Yangtze River Delta region will flow in an orderly and free manner, administrative barriers will be gradually eliminated, and a unified and open market system will be basically established. The overall level and efficiency of regional development have been further improved. The market-oriented, legalized and internationalized first-class business environment has taken the lead in building, and the international competitiveness of business environment has leapt to the forefront of the world. The National Development and Reform Commission pointed out that since the implementation of the integrated development strategy of the Yangtze River Delta, the Yangtze River Delta has achieved remarkable results in optimizing the business environment, and the new advantages of participating in international competition and cooperation have been continuously enhanced. However, there are still many weaknesses in the construction of the business environment in the Yangtze River Delta. The reform task in key areas is still arduous, and it is still necessary to strengthen efforts to reach the world-class level. To this end, the Plan proposes specific measures to further promote market-oriented reform, accelerate the construction of rule of law, promote a higher level of collaborative opening up, and promote joint consultation, construction, governance and sharing. Among them, unreasonable restrictions such as regional segmentation and local protection will be further broken down in terms of deepening market-oriented reform. In areas that do not directly involve public security and people's life and health, we will promote reforms such as "one license with multiple addresses" and "one certificate with multiple addresses". We will comprehensively review all kinds of preferential policies related to local protection, and strive to remove the hidden barriers and barriers set for enterprises in other areas such as bidding and government procurement. At the same time, we will improve a more open, transparent, standardized and efficient market access and exit mechanism. We will continue to deepen the reform of "separation of certificates and licenses", and further open the whole process channels of industry approval and exit. We formulated and introduced special measures to relax market access through coordinated innovation in Pudong and Yangtze River Delta regions in Shanghai. In terms of promoting a higher level of collaborative opening up, we will establish and improve the integrated collaborative working mechanism of customs directly under the Yangtze River Delta region, and deepen the integrated reform in the areas of cargo transshipment, inspection, bonded supervision, etc. Deepen the construction of "single window" in international trade, and promote the expansion of the service function of "single window" from customs clearance at ports to the whole chain of port logistics, trade services, etc. In terms of promoting joint consultation, joint construction, common governance and sharing, we will improve the standards and business rules of "trans provincial general office", formulate the task list of "trans provincial general office" for Yangtze River Delta integration, and clarify the timetable and roadmap. Promote the integration of market supervision in the Yangtze River Delta region. We will unify the benchmark of administrative punishment for violations in the Yangtze River Delta region, and study and formulate a list of exemptions for minor violations in the area of regional administrative law enforcement.
