Promoting the development of the Guangdong Hong Kong Macao Greater Bay Area is one of the important goals of the national strategic development in the new era. "Talents are the first resource". The establishment and development of the collaborative innovation mechanism of talent introduction and education is of great significance for optimizing the governance system of the Great Bay Area, improving the governance efficiency, and further enhancing the overall competitiveness of the Great Bay Area. The Outline of the Development Plan for the Guangdong Hong Kong Macao Greater Bay Area (hereinafter referred to as the Outline) clearly proposes to "build a highland of education and talents". In order to form a good talent atmosphere of "coming from afar and pleasing to those near", Dawan District must break through the existing administrative division barriers and realize the trinity of talent flow and collaborative innovation mechanism of talent introduction, talent retention and talent cultivation. Compared with other famous bay areas in the world, Dawan District has a unique talent synergy advantage and foundation. It has more abundant land resources and a larger population resource reserve, which is the unique advantage of talent introduction in Dawan District. Governments at all levels also attach great importance to talent collaboration. As early as 2012, the Central Talent Work Coordination Group listed three "Guangdong Hong Kong Macao Talent Cooperation Demonstration Zones", including Nansha, Guangzhou, Qianhai, Shenzhen, and Hengqin, Zhuhai, as "National Talent Management Reform Pilot Zones", giving these three places the right to take the lead and try first. The Outline further clearly proposes to build a talent highland. According to the actual situation, Guangdong has introduced a series of rich talent introduction policies to optimize the macro environment for talent collaboration. At the same time, we must also see that the talent collaboration in the Guangdong Hong Kong Macao Greater Bay Area is still constrained by poor talent flow and unbalanced regional flow. On the one hand, there is a contradiction between the growing demand for coordinated public services among the cities in Dawan District and the localized management of public service supply system. On the other hand, the regional flow of talents is unbalanced. The distribution of talents in the Greater Bay Area of Guangdong, Hong Kong and Macao presents a differential pattern of decreasing outward from the central cities. Hong Kong, Macao, Shenzhen and Guangzhou are high concentration zones of talents, while the density of talents on the east and west banks of Dawan District is gradually sparse. To achieve talent synergy, the foundation is to introduce talents and the key is to retain them. There is a tension between the scarcity of talent supply and the homogeneity of industrial demand, which leads some cities to "compete" to attract talents. They lack coordination and differential positioning within the region. There is a convergence of policies for competing material rewards, which affects the overall promotion of talent introduction in Dawan District.
