Urban Blue Book: The growth rate of scientific researchers in the Greater Bay Area of Guangdong, Hong Kong and Macao ranks first in the national urban agglomeration

The City Blue Book: China's Urban Development Report N0.15 - High Quality Development of Urban Agglomerations under the Governance of Great Powers: Towards the Modernization of the Harmonious Coexistence of Man and Nature released on July 7 said that the level of scientific and technological innovation in China's urban agglomeration has been steadily rising, and the output of scientific and technological innovation has been constantly increasing. The growth rate of scientific researchers in the Greater Bay Area of Guangdong, Hong Kong and Macao ranks first among all urban agglomerations. The Blue Book is jointly issued by the Institute of Ecological Civilization of the Chinese Academy of Social Sciences and the Social Sciences Literature Press. The Blue Book points out that innovative talents and R&D funds are important input factors for scientific and technological innovation and strategic resources for high-quality development of urban agglomerations. The proportion of R&D personnel in urban agglomeration is large, the growth rate is fast, and the talent resources are constantly converging. In terms of the total number of scientific researchers, the Blue Book says that in 2020, the Beijing Tianjin Hebei urban agglomeration will have the largest number of scientific researchers, 1,021,400, accounting for 23.3% of the total number of scientific and technological research and development personnel in all urban agglomerations, the Yangtze River Delta and the Guangdong Hong Kong Macao Greater Bay Area urban agglomerations will account for 21.26% and 11.82% respectively, and the total number of scientific and technological research and development personnel in the three urban agglomerations will account for more than 50%. From the perspective of the growth rate of scientific research personnel, the blue book shows that the Guangdong Hong Kong Macao Greater Bay Area is one of the most attractive urban agglomerations for scientific research and development personnel. Driven by the national independent innovation demonstration zone and a series of talents and innovation policies, the Guangdong Hong Kong Macao Greater Bay Area continues to release its talent absorption and agglomeration effect, with an average annual growth rate of scientific research and development personnel reaching 12.87%, ranking first among all urban agglomerations. The Blue Book believes that scientific and technological innovation needs to be led and demonstrated. The Yangtze River Delta has an early layout in low-carbon scientific and technological innovation, leading the overall technology, and has a good industrial foundation. The Yangtze River Delta should be promoted to build a global carbon neutral science and technology innovation center with international influence. Specifically, the Blue Book said that the Yangtze River Delta region should build a global carbon neutral science and technology innovation center with international influence, give full play to the leading role of Shanghai as a science and technology innovation highland, gather and strengthen the advantages of carbon neutral science and technology and industry in Jiangsu, Zhejiang and Anhui, gather the world's top talents, and promote the in-depth development of "basic research+technology innovation+industrial application" and the integration of science and technology innovation in the Yangtze River Delta. In accordance with the scientific development plan, the Yangtze River Delta will gradually be built into an internationally leading source of carbon neutral scientific and technological innovation, a high origin of original innovation achievements, and a leading place of low-carbon and zero carbon industries in the world, so as to improve China's international voice in innovation.
