After six years of "divorce", Sister Li got back justice

Recently, Sister Li came to the Procuratorate of Hualong District, Puyang City, Henan Province to chat with the case handling prosecutor about her recent situation and express her gratitude again. In March 1993, Sister Li and Mr. Liu registered for marriage. In October 2015, Mr. Liu asked Ms. Zhao to take Sister Li's ID card to the civil affairs department to apply for a new marriage certificate on the grounds that the marriage certificate was lost, and the civil affairs department issued a new marriage certificate for her. In December of the same year, Mr. Liu asked Ms. Zhao to impersonate Sister Li to the civil affairs department to apply for divorce under the same name. The civil affairs department then handled the divorce registration between Sister Li and Mr. Liu. In July 2016, Mr. Liu and Ms. Zhou went to the civil affairs department for marriage registration. Sister Li had no idea of all this. In February of this year, because the house information was registered at home, Sister Li knew that she had been "divorced" for six years. Later, Sister Li applied to the public security organ for investigating the criminal responsibility of Mr. Liu's bigamy, and the public security organ failed to file the case on the grounds that the two had gone through divorce registration and there was no bigamy. After that, Sister Li filed a lawsuit with the court, requesting the court to revoke the marriage registration certificate and subsequent divorce registration that the civil affairs department had reissued for Mr. Liu and Ms. Zhao under false names. In May this year, the court supported Sister Li's claim. In June this year, Sister Li reported to the Hualong District Procuratorate that Mr. Liu was suspected of bigamy. After investigation, Hualong District Procuratorate believed that Mr. Liu's behavior was suspected of bigamy, so it transferred the clue to the public security organ and supervised the public security organ to file the case. At present, the public security organ has filed a case and the case is under investigation. In handling the case, the procuratorate of Hualong District found that the civil affairs department did not strictly check the marriage registrant and relevant materials during the marriage registration process, and did not perform their duties properly, which damaged the legitimate rights and interests of Sister Li. On July 26, it sent the procuratorial proposal to the civil affairs department. The civil affairs department attached great importance to it. According to the procuratorial recommendations, the relevant responsible persons in charge of marriage registration were given corresponding administrative penalties, and all staff were trained to strengthen the examination and verification of marriage registration. Similar situations within the authority were comprehensively investigated and rectified. The procuratorate of Hualong District also learned that, because Mr. Liu had not fulfilled his family responsibilities for a long time, Sister Li raised three children alone, and her family life was poor. Through in-depth interview and investigation, the hospital verified the actual situation of Sister Li's family. It believed that Sister Li's situation was a group of women in need and should be rescued according to law. The hospital then opened a green channel to help Sister Li quickly complete the procedures related to judicial assistance and apply for 5000 yuan of relief fund for her. In addition, the hospital also cooperated with District Women's Federation, District Disabled Persons' Federation and other departments to set up a "care team" to include the rescued people as the key care objects for women in need, and included Sister Li's daughter in the "Spring Bud Plan" for financial support.
