US adjusts drone strike policy

Recently, President Biden of the United States signed a policy to revise the relevant rules for the US military to use UAVs to attack outside the conventional theater of operations, on the one hand, to strengthen the standardization of the use of UAVs, on the other hand, to improve the accuracy of the strike action. According to the new policy, when the US military carries out drone strike missions in Afghanistan, Yemen, Somalia and other regions, it must obtain the approval of the President in advance. Over the years, the United States has been criticized for the large number of civilian casualties caused by drone attacks. After the September 11 incident, the United States launched a comprehensive military strike against Al Qaida and the Taliban. In order to remove the legal obstacles for the US military to use drones to strike, the White House claimed that the "targeted clearance" in the war did not violate the relevant "assassination" ban. Since then, the size of the UAV fleet in the United States has gradually expanded, and it has been constantly upgraded. MQ-1 "Predator" has evolved into MQ-9 "Reaper", which can carry up to four AGM-114 "Hellfire" missiles and two GBU-12 "Paving II" laser guided bombs at the same time. At the same time, the civilian casualties caused by US UAVs are also increasing year by year. On July 31 this year, the US military killed Ayman Zawahiri, the leader of Al Qaida, using MQ-9 Reaper UAV. This was the first UAV over the horizon attack in Afghanistan after the withdrawal of the US military from Afghanistan, which once again triggered the debate on the use of UAVs by the US military to fight terrorism. In addition to the issue of legal basis, the focus of this attention is the intelligence network based on "anti terrorist beyond visual range". The former senior official of the Central Intelligence Agency of the United States said that the US military was likely to use a variety of intelligence methods, including ground spies and signal intelligence, before the attack. Among them, signal intelligence comes from the "real-time regional gateway system" deployed by the United States in Afghanistan, Iraq and other countries. The system is led by the National Security Agency of the United States and can intercept all communication signals in Afghanistan. The outside world has questioned the legitimacy of the United States to continue to deploy intelligence networks and carry out cross-border attacks after withdrawing from Afghanistan. At present, the Biden government has not released the text of its policy on drone attacks, but according to senior American executives, Biden has also signed a new memorandum of confidentiality anti-terrorism strategy. According to the document, in Afghanistan, Yemen, Somalia and other unconventional war zones, the US military should obtain Biden's approval to include terrorist suspects in the "death list", and try to ensure that there are no civilian casualties in the possible strike zone. This means that the United States will make more centralized decisions on targeted clearance operations, and pay more attention to the accuracy of targets. In general, the introduction of the new US policy on UAV strike is the result of the US's adjustment according to its own interests. In fact, the new policy is ostensibly intended to combat terrorism more precisely, but it does not address the symptoms but the root causes.
