Over the past two years since the Shenzhen comprehensive reform pilot project was launched, various reform measures have generally progressed smoothly, and a wealth of institutional and practical achievements have been formed. The National Development and Reform Commission has conducted in-depth research on the new progress and achievements of the Shenzhen comprehensive reform pilot project, formed a number of typical experiences and innovative measures, and encouraged all regions to earnestly learn from them in light of their actual conditions. It is understood that the typical experience and innovation measures used for reference in this promotion mainly include 18 items in four aspects: factor marketization, scientific and technological innovation, opening up, public services and ecological environment governance. Among them, the construction of a highly convenient practice system for overseas professionals, the establishment of a new mechanism for cross-border arbitration cooperation and international arbitration cooperation, the implementation of a full chain service for bonded refueling of international navigation ships and a new model for parallel approval, the establishment of a new mechanism for access to urgently needed drugs and equipment, and the whole process supervision are intended to be promoted in a specific scope that meets the conditions. The National Development and Reform Commission said that all localities should follow up and learn from the experience of promotion in a timely manner, adhere to the practice and local conditions, pay attention to classified promotion and coordination, strengthen coordination and implementation, accelerate the reform in key areas and key links, and promote the local reform work continuously in depth.
