In the past 10 years, Guangdong has taken the lead in improving the business environment construction legislation, focusing on independent innovation, business registration, market supervision and other key areas and key links to issue special laws and regulations, as well as overall deployment, taking the lead in making the decision to vigorously promote the construction of a legal business environment, promulgating the Regulations of Guangdong Province on Optimizing the Business Environment and other laws and regulations, and promoting a series of legislation from point to area, Pave a "rule of law puzzle" to optimize the business environment. Driven by the provincial demonstration, Guangdong has actively introduced relevant legislation to optimize the business environment, formed a "wild goose pattern" of provinces and cities to jointly create a legal business environment, and promoted the market-oriented, legal and international business environment to become the "golden signboard" of Guangdong. Aiming at the front and rear, we are making efforts to "untie" innovation and set a "benchmark" for supervision. Now, when scientific research enterprises and colleges and universities in Guangdong use Guangdong's financial funds to set up independent innovation projects, human resources costs can be paid from related funds, and the proportion is unlimited. However, 10 years ago, subject to the management regulations on scientific research funds at that time, this proportion generally could not exceed 15%. The breakthrough in this situation started in 2012. In accelerating the economic transformation and upgrading, Guangdong focused on creating a more convenient business environment. It not only took the lead in promoting the reform of the business system in the country, but also targeted the weaknesses in the business environment construction, and launched a number of groundbreaking and breakthrough special laws and regulations such as the Guangdong Provincial Regulation on the Promotion of Independent Innovation, aiming to solve the "difficulties" and "pain points" of protecting the rights and interests of enterprises. It is in this first national independent innovation promotion regulation that the upper limit of the proportion of human resources cost in project funds is increased to 30%, of which the upper limit of the proportion of soft science research and software development projects is set at 50%. Since then, the regulations have been "loosened" step by step through amendment and revision. The upper limit of the proportion was first adjusted to 40% and 60% respectively, and then further clarified that the proportion was unlimited. "This regulation has changed the previous phenomenon of" valuing things over people "in scientific research, and has more respect for the value of labor. My team members and I are both beneficiaries." Huang Zhifeng, an associate professor of Guangdong University of Technology who is engaged in research on humanoid robots and intelligent human-computer interaction, said that after the promulgation of the regulations, it will help scientific research institutions to increase talent introduction and improve the innovation enthusiasm of front-line researchers. In the legislative practice, Guangdong, on the one hand, pays attention to "loosening the restrictions" in the front end of "leniency" to activate more innovative vitality of various market entities; On the other hand, strengthen the back-end "norms" and define the "yardstick" for market behavior. In July 2016, the Regulations of Guangdong Province on Market Supervision was reviewed and passed, becoming the first local comprehensive regulation in the field of market supervision in China. Lei Bin, director of the Economic and Regulatory Division of the Law Working Committee of the Standing Committee of the Provincial People's Congress, who participated in the formulation of the regulations, said that Guangdong, as a "experimental field" for the reform of the national market supervision, had successively promoted the administrative examination and approval system, the commercial registration system, the negative list management system, etc
