On the 11th, the Supreme People's Court held a press conference to report the results of the reform of the people's assessor system since the 18th National Congress of the Communist Party of China, and released the Chinese Practice of the People's Juror System. The bulletin showed that the people's assessors had a wider source, a more rational structure, a further increase in representativeness, and a greatly expanded coverage of judicial democracy. Among them, 53.9% were male and 46.1% were female; 88.3% of them had high school education or above; Staff in enterprises and public institutions accounted for 41.7%, grass-roots cadres and community workers accounted for 36.4%, and farmers and people without fixed occupation accounted for 21.9%. The people's assessor system is an important embodiment of socialist democracy in the judicial field, an important component of the socialist judicial system with Chinese characteristics, and an important form for the people to be masters of the country and participate in the management of national affairs according to law. Since the People's Juror Law was officially promulgated in April 2018, by the end of September 2022, people's jurors across the country had participated in more than 2.15 million criminal cases, 8.79 million civil cases, and 780000 administrative cases, including more than 23000 cases involving the interests of the masses, public interests, and other people's extensive concern and significant social impact. At present, random selection has become the main source of people's assessors. A new mechanism for the selection of people's assessors, with random selection as the main body and individual application and organization recommendation as a beneficial supplement, has been launched in an all-round way. About 248 thousand people's assessors have been selected at random throughout the country. The concept of selecting people's jurors has gradually changed from "convenient" and "easy to use" to "extensive" and "random", and a large number of people who know the public opinion, know the public situation and are grounded have joined the people's jury team. At the meeting, ten typical cases involving people's jurors were also released, involving public interest litigation against martyrs' reputation, administrative disputes over the invalidation of invention patents, campus bullying, disputes over agricultural sales contracts and other fields. It is understood that this is the first time since the promulgation of the People's Juror Law that the Supreme Law has centrally released typical cases of people's jurors' participation in trials, highlighting the important role of people's jurors in participating in justice, witnessing justice, and supervising justice, which is highly representative, exemplary, and typical.
