On October 9, the State Intellectual Property Office held a special press conference on the "Decade of Intellectual Property Rights" to release the historic achievements and changes in the development of intellectual property since the 18th National Congress of the Communist Party of China, and answered questions from the media on relevant issues. China's intellectual property cause has entered a new stage of development, Hu Wenhui, deputy director of the State Intellectual Property Office, said that in the past decade, intellectual property has become more powerful in helping to optimize the business environment, the legal system of intellectual property has been constantly improved, the protection has been constantly strengthened, and the reform of "decentralization, regulation and service" has been deepened. The Civil Code has established important legal principles for protecting intellectual property rights according to law. Social satisfaction with intellectual property protection increased from 63.69 points in 2012 to 80.61 points in 2021, making great progress. The patent and trademark application implementation certificate "call to call", the bulletin information "palm query", and the list of the first batch of intellectual property public services were released, providing guidance for market entities to enjoy convenient and efficient intellectual property services. In the past decade, intellectual property has become more powerful in encouraging innovation and creation, and the quantity and quality of intellectual property creation have increased simultaneously. From 2012 to 2021, the State Intellectual Property Office authorized 3.953 million invention patents, an average annual growth of 13.8%, and 35.563 million registered trademarks, an average annual growth of 25.5%. In the past decade, intellectual property has become more powerful in supporting economic and social development, and the benefits of intellectual property use have accelerated. From 2012 to 2021, a total of 310 China Patent Gold Awards were awarded, and the new sales of the award-winning projects exceeded 2.5 trillion yuan. From 2012 to 2021, China's total import and export of intellectual property royalties totaled 2.19 trillion yuan, with an average annual growth of 13.7%, of which the average annual growth of exports was 31.2%, nearly 20 percentage points higher than the growth of imports. Intellectual property rights strongly support the development of innovative economy, brand economy, regional characteristic economy and open economy. In the past decade, intellectual property services have been more vigorously opened to the outside world, international cooperation in intellectual property has been continuously deepened, and China's "circle of friends" in intellectual property has been growing. China has successfully promoted the establishment of an office of the World Intellectual Property Organization (WIPO) in China to provide Chinese users with international system related services. The Beijing Treaty on Audiovisual Performance, the first international intellectual property treaty signed in China and named after a Chinese city, was promoted to enter into force, and the Hague Agreement on International Registration of Industrial Designs and the Marrakech Treaty were acceded to, becoming a firm defender, an important participant and an active builder of international intellectual property rules. In the past decade, the foundation for the development of intellectual property has become more solid, the improvement of intellectual property management system and mechanism has been accelerated, personnel training has been comprehensively strengthened, the cultural environment has been continuously improved, and the awareness of the whole society to respect and protect intellectual property has been significantly improved. In 2021, the CPC Central Committee and the State Council issued the Outline for Building a Powerful Country with Intellectual Property Rights (2021-2035) (hereinafter referred to as the Outline) and the Fourteenth Five Year Plan for National Intellectual Property Protection and Application (hereinafter referred to as the Plan), which made a major top-level design for the development of intellectual property in the future, marking that China's intellectual property industry has entered a new stage of development.
