The European Commission said in a statement that crises such as the new pandemic show that the EU needs to prepare for possible crises in the future and remove obstacles to the free flow of related commodities. The European Commission therefore proposed the establishment of a single market emergency tool. The Single Market Contingency Tool will monitor the supply chain of strategic goods and services, build reserves and facilitate their procurement. During the crisis, the European Commission will have the right to re-establish the free movement of people, goods and services, and freeze the restrictions imposed by member States on the free movement of goods and services related to the crisis. Under special circumstances, the European Commission may require enterprises to produce crisis related goods, purchase goods on behalf of all Member States and supervise the allocation of strategic reserves. At the press conference on the same day, European Commission Executive Vice President vestager said that the COVID-19 crisis clearly showed that the EU must allow the single market to operate at any time, including during the crisis period. The EU should ensure that the single market is open in times of crisis, and some essential commodities can still be used to protect the European people. EU Internal Market Commissioner Thierry Breton said that the goal of the single market emergency tool is to ensure better coordination with member states and limit the impact of potential crises on the EU industry and economy. The European Commission's proposals need to be approved by the European Parliament and the European Council before they can finally enter into force.
