On the 13th, the Ministry of Industry and Information Technology issued the Interim Measures for Promoting the Development of Small and Medium sized Enterprises' Characteristic Industrial Clusters, proposing that during the "Fourteenth Five Year Plan" period, about 200 clusters will be identified nationwide to guide and support local governments to cultivate a number of provincial clusters. The Measures also proposed that the competent departments of small and medium-sized enterprises at all levels focus on six aspects of cluster cultivation. First, enhance the advantages of cluster leading industries. Accurately positioning the leading industry of the cluster, strengthening the chain, supplementing and extending the chain, unblocking the cluster collaboration network, enhancing the professional supporting capacity, strengthening the quality brand construction, giving play to the leading role of leading enterprises, promoting the coordinated development of large, medium and small enterprises, strengthening the ladder cultivation of high-quality small and medium-sized enterprises, and supporting the cluster to participate in the cultivation and construction of advanced manufacturing clusters. Second, stimulate the innovation vitality of the cluster. Build a multi-level cluster innovation platform, integrate and open innovation infrastructure and service resources, promote the cluster to establish a stable innovation cooperation mechanism with large enterprises, universities and scientific research institutes, carry out the integration and innovation of large, small and medium-sized enterprises in leading industries, and the collaborative innovation of common technology, industry, university and research, and strengthen the application of intellectual property rights and the development of standards. Third, promote the digital upgrading of clusters. Strengthen the construction of new information infrastructure for clusters, establish and improve the industrial Internet security guarantee system, promote the application of advanced security emergency equipment, build a resource sharing and management platform, and improve the digital management level of clusters. We will guide cluster enterprises to use the digital transformation guide and evaluation indicators for small and medium-sized enterprises, promote intelligent manufacturing equipment, standards and system solutions, deepen the integrated application of industrial Internet and industrial software, and improve the level of digital transformation. Fourth, accelerate the green and low-carbon transformation of clusters. Optimize the cluster energy consumption structure, promote the application of clean energy, carry out energy-saving transformation and green low-carbon technology transformation, strengthen the comprehensive utilization of resources and pollution prevention, and improve the green manufacturing system. Fifth, deepen cluster opening and cooperation. Support clusters to actively participate in the construction of the "Belt and Road", deepen cooperation in talent, technology, capital, resources, etc., participate in international cooperation mechanisms and exchange activities with clusters as a unit, and establish an overseas security risk prevention and control mechanism for trade and investment cooperation. Sixth, improve cluster governance and service capabilities. Strengthen the construction of the public service system of the cluster, enrich the service content, improve the service quality, strengthen the service assessment, establish the cluster governance mechanism of "consultation, construction, sharing and win-win", and strengthen the awareness of safe production and the protection of the legitimate rights and interests of small and medium-sized enterprises.
