Han Zheng pointed out that energy is an important material basis and power source for economic and social development, and also the main battlefield for promoting carbon peak and carbon neutrality. China has made remarkable achievements in deepening the energy revolution and made important contributions to promoting sustainable global energy development. Han Zheng stressed that China will accelerate the construction of a clean, low-carbon, safe and efficient energy system and constantly enhance the stability, security and sustainability of energy supply. Based on the basic national conditions of rich coal, poor oil and little gas, we should continue to ensure the supply and price of power coal, vigorously promote the clean and efficient use of coal, enhance the ability to guarantee the supply of oil and gas, and resolutely adhere to the bottom line of energy security. We should vigorously develop new and clean energy, comprehensively improve the utilization of renewable energy, and solidly promote the green and low-carbon transformation of energy. We need to improve relevant systems and policies, improve the carbon pricing mechanism, steadily promote the market-oriented reform of electricity and natural gas prices, and continuously enhance the efficiency of energy governance. Han Zheng said that China is willing to work with other countries in the world to build a new pattern of open and win-win international energy cooperation. He put forward three proposals: first, to promote global energy governance cooperation, strengthen dialogue between energy producers and consumers, and jointly safeguard the stability of the global energy market. Second, work together to tackle climate change and fully and effectively implement the United Nations Framework Convention on climate change and its Paris Agreement.
