2022-09-01

The Ministry of public security held a news conference in Beijing today to inform the public security organs of the whole country of the measures and results of comprehensively promoting the great protection of the Yangtze River and providing effective services to ensure the high-quality development of the Yangtze River economic belt. The reporter learned that since the "100 day operation" was launched, public security organs across the country have cracked more than 1300 criminal cases involving fishing and sand, arrested more than 2400 suspect, smashed more than 150 gangs, and seized more than 170 ships involved, with a total amount of more than 110 million yuan. Since late June 2020, the Ministry of public security has deployed and launched a three-year operation to crack down on illegal fishing in the Yangtze River Basin. On this basis, it has deployed and launched a special operation to crack down on illegal sand mining in the Yangtze River for two consecutive years since January last year. Zhang Xiaopeng, deputy director of the Public Security Administration Bureau of the Ministry of public security, introduced that under the guidance of the Ministry of public security, Changhang and local public security organs, relying on the "one line, three circles" integrated Yangtze River police cooperation mechanism established in the early stage, strengthened the coordinated efforts of the Yangtze River and the local authorities, successfully solved many major cases, such as the "3.20" extraordinarily large illegal sand mining case in Zhenjiang, Jiangsu, and the "2.22" extraordinarily large illegal fishing case in Chongqing, and effectively curbed the illegal fishing and sand mining activities in the Yangtze River. Feng Yong, deputy director of Chongqing Municipal Public Security Bureau, introduced the "February 22" extraordinarily large illegal fishing case. During the investigation of the case, the public security organ found that the suspect of the case made an appointment to purchase the fish by "order form". The fish were mostly traded in the dense forest on the hillside at night, and the perpetrators often made point-to-point and single line contact and took cash transactions. As a result, the residents of the front-end waters of the illegal fishing gradually formed, and the intermediate fish traders purchased, sold and transported the fish, The back-end aquatic products trading places and catering places are sold, and the underground industrial chain of "catch, transport and sales" and "one-stop" is formed. Hou Zhengwei, political commissar of the Zhenjiang Branch of the Yangtze River shipping Public Security Bureau, said on the "March 20" extraordinarily large illegal sand mining case in Zhenjiang, Jiangsu Province, that during the investigation and handling of the case, it was found that the case had four obvious characteristics: recessiveness, specialization, familiarization and strictness. For example, the illegal sand mining boats used by criminal gangs have been transformed. The ships have a high degree of automation, higher horsepower, less noise, faster crime speed and stronger concealment. In response to the increasing concealment of illegal fishing and illegal sand mining crimes in the Yangtze River Basin, Zhang Xiaopeng said when answering a reporter's question: first, we should dynamically find and arrange clues; Second, we should pay close attention to key links; Third, we should concentrate on tackling key problems in different regions; Fourth, it is necessary to highlight the key points of the crackdown. The public security organs throughout the country have always focused their attacks on key water areas, key places and key industries where there are many clues to problems, cases are frequent and prone to occur, and the masses have strong complaints. They have concentrated their efforts and made precise efforts. It is understood that at present, the species of aquatic organisms monitored in the Yangtze River Basin are increasing compared with that in 2018, and rare fish species that have not been seen for many years reappear. The finless porpoises in the middle and lower reaches of the Yangtze River are chasing waves frequently, and the ecological environment quality of the Yangtze River is significantly improved. Zhang Xiaopeng said that in the next step, the Ministry of public security will take the "100 day action" as the starting point, continue to adhere to the working idea of "promoting governance through fighting, punishing and preventing at the same time", further increase the intensity of cracking down on prominent ecological crimes such as illegal fishing and illegal sand mining in the Yangtze River, further improve and perfect the inter departmental cooperation mechanism, and further optimize and improve the "one line, three circles" of
