Where is the new collaborative legislation? The legislative subjects belong to different levels. At present, the collaborative legislation carried out all over the country is mostly carried out at the same administrative level, breaking down regional and administrative barriers to jointly solve problems in environmental protection and other fields. At the end of last year, Shantou, Chaozhou and Jieyang of our province made coordinated legislation on the protection and inheritance of Chaozhou Opera, creating a precedent for local coordinated legislation in the national cultural field. On this basis, this year, Guangdong took the first step of provincial and municipal coordinated legislation by taking the promotion of the development of Guangdong cuisine as the starting point. Li Baiyang, vice chairman of the Legislative Affairs Committee of the provincial people's Congress and director of the legal work committee of the Standing Committee, explained that the "1 + n" mode of provincial and municipal collaborative legislation was explored to promote the development of Guangdong cuisine. The "1" is the provincial regulation, focusing on the training of Guangdong cuisine talents, industrial development and cultural inheritance, focusing on solving the common problems in the development of Guangdong cuisine, and solidifying the effective policies and measures in promoting the "Guangdong cuisine master" project into legal provisions, Carry forward and develop the culture of Cantonese cuisine, and help employment, entrepreneurship and rural revitalization; "N" aims to encourage relevant cities to target the branches of Guangdong cuisine and formulate laws and regulations based on the provincial regulations and combined with the actual situation to solve specific problems. On this basis, how can we give full play to the enthusiasm and creativity of relevant local and municipal legislations, and formulate provisions more suited to local conditions? "As the saying goes, 'ten li is different from the wind, a hundred Li is different from the customs, and a thousand li is different from the feelings'. Guangdong cuisine is rich, open and inclusive, and embraces all rivers. It is difficult for the provincial regulations to take into account the actual conditions of various branches of Guangdong cuisine and various places in the province."
