2022-08-05

The author learned from Shenzhen customs that as of the end of July, the "Dawan district combined port" project has opened 21 lines since its implementation in 2019, with an import and export throughput of more than 240000 TEUs. According to statistics, in 2022, the "combination port in Dawan district" added 6 lines, with an import and export throughput of 124000 TEUs, an increase of about 4 times over the previous year. In order to support the development of Guangdong, Hong Kong and Macao Greater Bay area and optimize the logistics circulation in the Greater Bay area, Shenzhen Customs has innovated and launched the "combined port in the Greater Bay Area" mode. Since the "Huiyan combined port" in Shenzhen customs area, this new mode has gradually expanded from the hub port in the Greater Bay area to various branch ports, creating a more efficient and convenient marine logistics channel in the bay area. Chen duo, section chief of the Port Supervision Department of Shenzhen customs, introduced that "the original intention of the combined port project is to solve the problem that large international cargo ships cannot directly enter the Pearl River waterway, and the goods must be transported to the Shenzhen port area by barges. The enterprises in the Pearl River Delta need to go to the customs offices of the two places to handle the formalities of customs transfer, which brings about the problems of logistics and time cost increase". In view of this problem, Shenzhen Customs took the initiative to visit wharf enterprises, shipping companies, local traffic management departments and cargo owners, conduct in-depth investigation and understanding of the blocking points in the whole process of waterway transit, conduct business discussions and docking with customs directly under Dawan district for many times, and creatively launch the "Dawan district combined port" mode of "Shenzhen hub port + Pearl River branch port". The "combined port in the Greater Bay Area" mode can give full play to the overall effect of the "one game" of water transport in the Greater Bay area with Shenzhen port as the core, effectively promote the in-depth integration of the international shipping resources of Shenzhen hub port and the manufacturing goods resources in the hinterland of the ports along the Pearl River Delta, promote the integration and complementarity of the port resources in the Greater Bay area and the rational allocation of factors, and comprehensively enhance the overall competitiveness of the port group in the Greater Bay area. According to statistics, this mode can save 24 million yuan of customs declaration cost for enterprises every year, and reduce the cost of container for liner companies by more than 45 million yuan. At the same time, the average storage period of goods was shortened from 5-7 days to less than 2 days. Shenzhen Customs has actively promoted the expansion of "combined port in Dawan district" project, continued to optimize the water transfer operation process, supported the allocation of water barges, opened up the connection between the railway station and the port, solved the problem of low efficiency of land trailer transportation in the way of "water to water + sea rail combined transport", and effectively alleviated traffic congestion, port congestion, tail gas pollution, road safety hazards and noise pollution, It has achieved the goal of optimizing the business environment at the port.
