The number of nurses in China has doubled in the past decade

2022-07-26

"Three points of treatment, seven points of care". Nursing work serves the whole process of people's birth, aging and death, and is an important part of health undertakings. Whether in the daily medical and nursing work, or in the face of major natural disasters and other critical moments that threaten the health of the people, the majority of nurses uphold the professional spirit of protecting life, saving the dying and healing the wounded, being willing to contribute and loving the boundless, and perform the important responsibility of serving the people's health. Especially since the outbreak of the COVID-19, the nurse team has undertaken a large number of epidemic prevention and control and medical treatment work, and made important contributions. The CPC Central Committee and the State Council have always attached great importance to nursing work, emphasizing the need to care for and care for nurses, and taking strengthening the construction of nurses as an important basic work for the development of health undertakings. After continuous construction, since the 18th National Congress of the Communist Party of China, China's nursing team has continued to grow, the quality of the team has been continuously improved, the ability of nursing service has been continuously improved, and the service field has been continuously expanded. The inversion of the proportion of medical care has been fundamentally reversed. Over the past decade, the number of nurses in China has increased by an average of 8% every year. "By the end of 2021, the number of nurses has exceeded 5million, reaching 5.018 million, more than double that of 2012, with an increase of 101%. The number of registered nurses per 1000 population has reached 3.56, and the medical care ratio has increased from 1:0.95 in 2012 to 1:1.17 in 2021. The inversion of the medical care ratio has been fundamentally reversed." Guoyanhong, the supervisor of the National Health Commission's medical administration, said, "at the same time, nearly 80% of the nurses have college degrees or above, and the overall quality and professional ability of the nurses are constantly improving." Guo Yanhong said that during the development of the nursing team, special attention should be paid to the grass-roots level to meet the health and nursing needs of the grass-roots level. "The number of nurses engaged in nursing work at the grass-roots level reached 1.15 million in 2021. In 2012, that is, ten years ago, there were only 528000 grass-roots nurses, an increase of 620000, which doubled." She said. In recent years, with the development of medical and health care, the demand for male nurses in many nursing positions has increased, and the proportion of male nurses is also increasing, accounting for 3% by the end of 2021, a lot higher than the 1.8% in 2012. With the growth of the number of nurses and the improvement of their ability, the quality of nursing continues to improve, the satisfaction of patients continues to improve, and the service field of nurses is also expanding. "We will speed up the promotion of home-based medical care services. Nurses will extend nursing services to communities and families, and strive to provide diversified nursing services for the elderly, women and children, patients with chronic diseases and other groups." Guo Yanhong introduced that at the same time, with the help of the new business form of "Internet +", door-to-door medical care services were provided for the masses. At the same time, in the process of deepening medical reform, nurses' incentive mechanisms such as salary distribution, professional title promotion, reward and evaluation gave priority to front-line and grass-roots positions, which effectively mobilized nurses' enthusiasm. Especially in recent years, with the joint efforts of all sectors of society, a social atmosphere of care, support and care for the nurse team has gradually formed, and the nurse team has been stable and developed. On October 27, 2021, the first people's Hospital of Yunnan Province held a launching ceremony, becoming the first provincial hospital in the province to officially launch "Internet + nursing services". "The work of 'Internet + nursing service' will be carried out in stages, scientifically, steadily and step by step." Jin Lifen, director of the nursing department of the first people's Hospital of Yunnan Province, said that in combination with the actual situation of the hospital, the nursing department selected 11 low-risk and high-demand service projects such as wound dressing change, neonatal care and fistula care for trial implementation. Considering that the door-to-door service is still in the stage of exploration and trial, in order to ensure the safety of both nurses and patients, the first people's Hospital of the province only promotes it to patients who are discharged after hospitalization in the hospital and meet the conditions of door-to-door service after comprehensive medical evaluation, and then gradually expands the service population in the later stage. Yunnan Province also implemented the previous requirements of the National Health Commission. In 2019, the National Health Commission issued the "Internet + nursing service" pilot work plan, determined to launch the pilot in six provinces and cities including Beijing, and put forward requirements for service providers, service objects, service items, related responsibilities, risk prevention and control, etc. In 2020, the National Health Commission issued a notice proposing to expand the pilot work of "Internet + nursing services" to the whole country. "Internet nursing service is a process, but citizens are more concerned about the results of this process." Li Ang, deputy director of the Beijing Municipal Health Commission, said that to this end, we must first clarify the subject of responsibility, which must be a physical medical institution, and then clarify the qualifications of nurses. By the end of 2021, 7362 nurses in the city had been registered and filed in physical medical institutions. At the same time, they had to undergo pre job training before they could come to serve patients. "We require all projects to comply with seven principles, namely, safety, necessity, effectiveness, low medical risk, easy operation and implementation, disinfection and isolation standards, and try to avoid adverse reactions." Li Ang said that the number of Internet home care services in Beijing has increased from 25 to 39 - there are 8 health assessments and guidance, 20 clinical nursing, 7 professional nursing, 2 rehabilitation nursing, and 1 hospice care and 1 Traditional Chinese medicine nursing. Various pilot institutions should choose from these options to provide services. Some projects are jointly provided by the team of "licensed doctors and licensed nurses". Accelerating the development of medical and nursing services for the elderly during the "14th five year plan" period is a key period for the development of China's health undertakings. According to Guo Yanhong, the main goals of nursing development during the "14th five year plan" period are: on the one hand, to strengthen the construction of nurses, including the growth of the number of nurses, the improvement of nurses' ability, and the mobilization of nurses' enthusiasm; on the other hand, to expand nursing services, so that nursing work can better serve people's health in all fields and meet the health needs of the people. In terms of nurse team construction, by 2025, the total number of nurses in the country will reach 5.5 million, the number of registered nurses per 1000 population will reach 3.8, and the medical care ratio will reach 1:1.2. In addition, while increasing the number of nurses, the ability of nurses should be improved through training, and the distribution of nurses should be more inclined to the grass-roots level. In the field of nursing services, "during the 14th Five Year Plan period, the connotation and extension of nursing should be further expanded, especially the supply of elderly, community, home and other aspects should be continuously improved." Guo Yanhong said that by optimizing the layout of nursing resources, combined with the changes in population structure, the characteristics of the disease spectrum and the needs of the people for medical and nursing services, we should improve the continuous nursing service system covering acute diagnosis and treatment, chronic rehabilitation, stable care and hospice care, and increase the supply of nursing services. Especially in the elderly, rehabilitation, home and other fields, to meet the health needs of the people. In terms of filling up the weaknesses of nursing, Guo Yanhong said that we should speed up the development of elderly medical care services, implement the improvement action of elderly medical care, and develop home-based medical care services and long-term care. "We encourage qualified medical institutions to actively provide home care and day care services for the elderly, especially the disabled elderly, to meet the health needs of the people." She said.
