RCEP landing for half a year brings "real gold and silver"

2022-07-06

In July, it has been half a year since the regional comprehensive economic partnership agreement (RCEP) came into force. Over the past six months, RCEP has highlighted its strong vitality and vigor against the backdrop of intensifying geopolitical conflicts, challenges to international economic and trade rules, and the local spread of the COVID-19. From the "group building" of 10 countries at the beginning of the year to the current "hand in hand" of 13 countries, the "circle of friends" of RCEP member countries has been expanding, and the interconnection of regional economic exchanges has brought tangible benefits to the majority of import and export enterprises and consumers. According to the statistics of Beijing customs, in the first half of this year, 770million yuan of import and export goods in Beijing enjoyed benefits in RCEP, and 687million yuan of goods of export enterprises enjoyed tariff relief in the importing country. Especially as China and Japan, two major trading countries, have established a free trade agreement relationship for the first time, the promotion effect of bilateral trade is rapidly emerging. Wang Wei, deputy director of the customs office of Beijing customs, said that Japan has become the largest visa destination of RCEP in Beijing, with 1602 certificates issued and a value of 103.5127 million US dollars. China Textile International Garment Co., Ltd. is an enterprise of China Textile Group engaged in trade with Japan. It mainly exports work clothes, pants, shirts and other products. "The entry into force of RCEP is a great benefit to our company! With the certificate of origin issued by the customs, the tariff of goods in Japan has been reduced from 10% to 8.2%, which is equivalent to a 20% discount, which is equivalent to increasing the income of enterprises and further improving the competitiveness of products." Duantao, the general manager of the company, said that in the future, tariffs will decrease year by year, and can eventually be reduced to 0, which makes our foreign trade business more confident and confident. Beijing customs also actively cooperates with the Beijing Municipal Bureau of Commerce and the Beijing CBD Management Committee to jointly create a "calculator of economic and trade rules" relying on a single window of international trade. It is reported that through the visual platform, the calculator can independently analyze the comparative advantages and rules of origin of import and export commodities between different free trade agreements, facilitate enterprises to master and apply economic and trade rules, and intuitively feel the preferential tax rate and preferential range of RCEP. As the largest institutional open platform in the world today, RCEP accounts for about 30% of the world's population, total economic output and trade volume, which contains huge market potential. After the implementation of RCEP, more than 90% of the trade in goods in the region will eventually achieve zero tariffs. With the entry into force of RCEP, the development of the industry has ushered in new opportunities. Guangzhou Baiyun International Airport is one of the three major aviation hubs in China, and its route network covers the world, including 23 routes to and from other RCEP member countries. Japanese household appliances, Southeast Asian fruits, Korean cosmetics and other imported goods have entered the Chinese consumer market more under the incentive of RCEP's entry into force, and domestic consumers can buy related goods at a more desirable price and faster speed. In the first half of the year, the cargoes of other RCEP member countries entering through Guangzhou Baiyun Airport Port exceeded 100000 tons, with a year-on-year increase of 49.8%. According to Guangzhou Customs statistics, in the first half of this year, enterprises declared to the Customs for the import of goods under RCEP of 2.91 billion yuan, enjoying tariff preferences of 58.984 million yuan. The preferential commodities are mainly hot-rolled plates, engine parts and fruits, mainly from Japan, Thailand and other countries. The implementation of RCEP not only brings tax incentives to the majority of foreign trade enterprises, but also improves the efficiency of customs clearance. A few days ago, under the supervision of Taicang customs under Nanjing Customs, Northeast China Petroleum International Co., Ltd. imported 2002.6 tons of lubricating oil base oil from South Korea and successfully cleared the customs with RCEP declaration of origin, which is expected to enjoy preferential tax relief of about 135500 yuan. "In the past, we imported lubricant base oils from Korean manufacturers, which contained high ingredients of non Korean origin such as Japan, and could not enjoy preferential tax rates under the restrictions of the China South Korea free trade agreement rules." Gan Xiaoyu, business manager of Northeast China Petroleum International Co., Ltd., said that after the implementation of RCEP, under the guidance of the customs, we learned that according to the accumulation rules of RCEP, materials imported into the agreement member countries can be regarded as originating materials and can enjoy preferential tax rates. At the same time, foreign shippers are also RCEP approved exporters, who can issue a declaration of origin at any time, which makes it easier for us to arrange logistics more flexibly. "Since this year, we have enjoyed a total of 551100 yuan of preferential tax relief through RCEP imports, reducing operating costs. In the next few years, we plan to further expand our business in RCEP countries." "Since the implementation of RCEP, foreign trade enterprises have ushered in broader opportunities for free trade agreement policies. Helping enterprises make full use of RCEP preferential policies and actively explore the international market is an important starting point for maintaining the stability and long-term development of an open economy." Zhou Yusheng, director of the Customs Department of Nanjing Customs, said that he would go deep into key enterprises in the textile, chemical, electronic, automotive, new energy and other industries, customize the "optimal preferential combination" and promote the expansion of exports of advantageous products and imports of key technology products.
