On July 5, the provincial government website released the Guangdong disability prevention action plan (2022-2025) (hereinafter referred to as the "action plan"), which made it clear that by the end of this year, counties (cities, districts) across the province will fully implement free pre marital and pre pregnancy health examinations. By 2025, the construction rate of barrier free facilities in public buildings will reach 100%. The action plan lists 25 detailed indicators in five major areas, including the popularization of disability prevention knowledge, the prevention and control of disability caused by birth defects and developmental disorders, and specifies that by 2025, the popularization rate of disability prevention knowledge among key groups in the province will be greater than 80%, the pre marital medical examination rate will be greater than 70%, the screening rate of genetic and metabolic diseases in newborns will be greater than or equal to 98%, and the completion rate of community-based psychological counseling rooms or social studios will be greater than 80%. In the action of popularizing disability prevention knowledge, the action plan requires that we should establish and improve the popular science knowledge resource base of disability prevention, strengthen the popularization of disability prevention knowledge among key groups, and further improve the national awareness of disability prevention through the organization and implementation of key publicity and education actions. As for the prevention and control of birth defects and developmental disabilities, the action plan stipulates that by the end of 2022, counties (cities, districts) across the province will fully implement free pre marital and pre pregnancy health examinations, and counties (cities, districts) where conditions permit will establish "one-stop" marriage and childbirth health medical examination places close to marriage registration offices. At the same time, we should do a good job in prenatal screening and diagnosis, strengthen early screening and early intervention of children, strengthen reproductive services and early development guidance of infants and young children, promote the whole process of eugenics and good parenthood services, and improve the quality of the birth population. In terms of disease disability prevention and control actions, we will strengthen the prevention and control of chronic disease disability, psychosocial services and mental disease prevention and control, do a good job in the standardized management of patients with serious mental disorders, and strengthen the prevention and control of infectious and endemic diseases and occupational diseases. In particular, it was mentioned that leprosy symptom monitoring should be carried out comprehensively, early detection of leprosy should be strengthened, and the diagnosis and treatment of leprosy cases in the province should be standardized, such as combined chemotherapy and leprosy reaction. We will implement full coverage of key endemic disease surveillance and continue to eliminate disability caused by major endemic diseases such as iodine deficiency disease and skeletal fluorosis. With regard to the prevention and control of injury and disability, the action plan mentioned that it is necessary to strengthen the supervision and management of work safety and fire safety, road traffic and transportation safety management, strengthen the prevention and control of children's injury and disability caused by falls of the elderly, especially implement the construction project of the elderly health service system, and establish and improve the three-level prevention system of elderly health risk factor intervention, early detection, early diagnosis and early treatment of diseases, and disability prevention, Strengthen the health management of the elderly over 65 years old and the health management of traditional Chinese medicine for the elderly. In the promotion of rehabilitation services, the action plan clearly stipulates to strengthen rehabilitation medical services. In 2022, a professional rehabilitation medical team with reasonable quantity and excellent quality will be established, with 6 rehabilitation doctors and 10 rehabilitation therapists per 100000 population. By 2025, the number of rehabilitation doctors and rehabilitation therapists will reach 8 and 12 per 100000 population; Qualified grass-roots medical institutions set up rehabilitation clinics, community hospitals set up rehabilitation medicine departments, etc. For the disabled, we should improve the rehabilitation assistance system for disabled children, provide "home delivery" services for severely disabled children aged 7-17, and achieve full coverage of rehabilitation assistance for disabled children aged 0-6 with residence permits. We will revise the measures for the implementation of subsidies for the adaptation of basic assistive devices for the disabled, and adjust and improve the catalogue and standards of subsidies.
