The report points out that relying on the application of digital intelligence technology can more accurately match supply and demand, connect consumers and businesses in multiple time and space, and greatly improve the implementation effect of relevant measures to promote consumption; It can also improve the work efficiency of the government, and effectively achieve twice the result with half the effort in the process of promoting consumption. The report points out that on the demand side, digital intelligence is reshaping people's consumption concept. The traditional "product centered" approach of buying whatever you have can no longer meet the diversified, personalized and customized needs of customers. In the era of digital intelligence, consumers' experience will be better and better. Businesses can design, develop and produce intelligent products that consumers really need and are marketable based on big data. The demand of consumers will further develop from the improvement of single product experience to customized consumption scenarios. On the supply side, digital intelligence tools provide operators with more accurate and intelligent means to process and analyze residents' consumption information, so as to provide residents with more convenient and faster services. The report also points out that digital intelligence can help the realization and accuracy of consumption policies in improving government efficiency. In the three aspects of precipitation data, retrospective analysis and auxiliary decision-making, digital intelligence is of great significance in serving government decision-making, enterprise operation and industry development, stabilizing the market and expanding consumption, which is conducive to jointly promoting the healthy, orderly and rapid development and upgrading of consumption. It is worth noting that the report creatively constructs a digital intelligence maturity model for China's consumption promotion, and clearly defines five "maturity" levels. From low to high, they are initial digital intelligence, multi-dimensional digital intelligence, integrated digital intelligence, high digital intelligence and comprehensive digital intelligence. The maturity model describes the main characteristics of consumption promotion at each stage from the four dimensions of building a consumption promotion carrier, holding consumption promotion activities, building a consumption promotion platform and cultivating and developing new consumption, so as to provide reference for local governments to evaluate their own digital intelligence ability of consumption promotion. At the same time, the maturity model is gradually introduced and changed in an incremental way. All regions can rely on a series of small improvement measures to move forward to a higher level of maturity, determine the direction to improve the level of digital intelligence in the future consumption promotion work, help all regions to accurately implement consumption promotion policies, and comprehensively promote the expansion, quality and upgrading of consumption. "Using digital intelligence to promote the recovery of consumption has become a key measure to deal with the impact of the epidemic and promote the 'recovery' of the economy. With the narrowing of the decline in consumption and the recovery of online consumption, the issuance of consumption vouchers with digital intelligence can achieve multiple effects in boosting the economy." It is reported that JD smart city consumption promotion platform, as the first domestic digital comprehensive service platform positioned to serve urban consumption decision-making, consumption policy implementation and consumption resource distribution in digital city construction, is becoming a consumption connector for the government, businesses and residents with the technical support of JD cloud, and building a "new infrastructure" for urban consumption promotion digital intelligence. Up to now, the platform has helped Beijing, Shenzhen, Taiyuan, Harbin, Zhengzhou, Chengdu, Kunming, Shenyang, Dongguan, Lhasa, Zhongshan, xiong'an new area and other regions to issue nearly 1billion yuan of consumption coupons.
